Semantic and Structural Dimensions of Decision- making in Islamic Republic of Iran’ Foreign policy

با پيروزي انقلاب اسلامي، تغيير اساسي در سياست خارجي ايران اتفاق افتاد. غفلت محققان حوزه سياست خارجي و روابط بين الملل در مطالعه نقش ماهيت نظام سياسي، حوزه مطالعاتي سياست خارجي جمهوري اسلامي ايران را با دشواري خاصي روبه رو كرده و در عين حال ضعف مفهوم پردازي در اين حوزه را نيز به دنبال داشته است. با عنايت به حوزه تحليل سياست خارجي و دستاوردهاي اين زيرحوزه مطالعاتي، پژوهش حاضر قصد دارد به اين پرسش اساسي پاسخ گويد كه: الگوي تصميم‌گيري سياست خارجي جمهوري اسلامي ايران چيست؟ پاسخ به اين سوال نيازمند توجه به سطوح مختلف اثرگذار در تحليل تصميم‌گيري سياست خارجي است كه پژوهش حاضر آن را در سه سطح تصميم‌گير، ساختار تصميم‌گيري و جهت گيري تصميم‌گيري سياست خارجي به عنوان عناصر اصلي موثر در تصميم گيري سياست خارجي و نقش هر يك از آنها در تصميم گيري سياست خارجي بررسي كرده است، به اين اميد كه بتواند تصوير روشني از منطق كنش و تصميم گيري و همچنين عوامل ساختاري و نهادي موثر بر سياست خارجي جمهوري اسلامي ايران ارايه كند.

Along with the victory of Islamic Revolution, a fundamental change has occurred in Iranʹs foreign policy. But neglecting the domain of foreign policy and international relations in the study of the role of political system domain, confront the foreign policy study domain of Islamic Republic Of Iran with special difficulties that in fact leads to the weakness in conceptualization in this domain. With regard to the area of foreign policy analysis and the achievements of this sub-domain, this article aims to answer these basic questions that: what is the Islamic Republic of Iran’s foreign policy decision-making model? Answering this question requires considering different effective levels in the analysis of foreign policy that the present study , examines this subject in three levels of decision-maker, decision-making structure and decision-making orientation of foreign policy as main effective elements in foreign policy decision-making and their role in foreign policy decision-making , hoping that it can illustrate the action and decision-making logic and also effective structural and organizational factors affecting on the Islamic republic of iran’s foreign policy.
