تبيين شاخص‌هاي ژيوپليتيك قدرت هوشمند ايران در راستاي تحولات جديد خاورميانه

Explanation of Iran’s Geopolitical Smart Power Indicators along with the New Developments in the Middle East

ابزارها و روش‌هايي كه بازيگران قدرتمند در صحنه تياتر سياسي جهان به كار مي‌گيرند، گوناگون و ديگرگون است. پويش‌هاي ژيوپليتيك به مثابه روشي براي بازشناسي و پياده‌سازي نفوذ يا كسب هژموني در جاي‌جاي جهان و از رهگذار شاخص‌ها، عناصر و ظرفيت‌هاي ژيوپليتيك است. با دگرگوني‌هاي پديد آمده در خاورميانه و تغيير رويكردهاي رفتاري بازيگران قدرتمند در آن، گفتمان‌هاي مهمي درباره قدرت هوشمند و اهميت فزاينده آن در هماوردهاي ژيوپليتيك پديد آمده است. قدرت هوشمند نوعي كنش هوشمندانه در استفاده از مولفه‌هاي قدرت نرم و سخت و درآميختن عناصر مثبت اين دو است. كشور ايران به عنوان يك قطب ژيوپليتيك تعيين‌كننده در خاورميانه، جنبه‌هاي مهمي از قدرت هوشمند دارد كه مي‌تواند با اتكا بر آن هژموني خود را در اين منطقه حساس ژيوپليتيك استوار سازد. پژوهش پيش رو، با روش توصيفي ـ تحليلي مي‌كوشد به اين پرسش پاسخ دهد كه مهم‌ترين شاخص‌هاي قدرت هوشمند ايران و راهبردهاي ژيوپليتيك متناسب با اين شاخص‌ها در تحولات جديد خاورميانه كدام هستند؟ بررسي نشان مي‌دهد كه شاخص‌هاي سخت‌افزاري و ارزش‌ها و انگاره‌هاي نرم‌افزاري درآميخته با عناصر ژيوپليتيك مانند هويت، فرهنگ و دين اثرگذارترين شاخص‌هاي قدرت هوشمند ايران به شمار مي‌آيند.

Tools and methods that powerful actors employ in the world’s political theater scene are diverse and various. Geopolitical monitoring is as a method for recognition and implementation of influence and gaining hegemony around the world through the geopolitical indices, factors and capabilities.With the transformations emerged in the Middle East and changes in the behavioral approaches of its powerful actors,some important discourses about smart power and its growing importance have emerged in geopolitical opponents.Smart power is a kind of intelligent action in using of components of hard and soft power and combining positive elements of them. Iran as a determinative geopolitical pole in the Middle East has some significant aspects of smart power which can reinforce its hegemony in this geopolitical sensitive region with reliance upon it. This research by using a descriptive – analytical method, attempts to answer to this question: what are the most important indices of Iran’s smart power and what are the geopolitical strategies proportional along with these indices in the Middle East’s current developments? The results indicate that the hardware indices and software values and ideas combined with the geopolitical elements such as identity, culture and religion are considered as effective indices of Iran’s smart power.
