حاكميت شيعي عراق و تاثير آن بر امنيت سياسي و اقتصادي جمهوري اسلامي ايران

Iraqi Shiite Ruling and Its Influence on the Security of the Political and Economic Islamic Republic of Iran

عراق جديد با تغيير ساختار قدرت و هويت باعث دگرگوني جغرافيايسياسي و رويكرد بازيگران خاورميانهاي شده و حضور شيعيان و كردها در ساخت قدرت، آن را به همگرايي با ايران سوق داده است. اين مقاله تاثير حاكميت شيعيان عراق بر امنيت سياسي و اقتصادي ايران را بررسي كرده و با فرض اينكه «حاكميت شيعي عراق بر امنيت سياسي ايران به سبب كاهش تهديدات خارجي و افزايش فرصتهاي منطقهاي و بر افزايش صادرات و سرمايهگذاري خارجي و اشتغالزايي تاثير داشته» از نظريه وابستگي متقابل استفاده كرده است.اين مقاله از نظر نوع، كاربردي و به روش توصيفي- تحليلي اجراشده است. روش جمعآوري اطلاعات كتابخانهاي و با مراجعه به منابع و استفاده از نظرات صاحبنظران از طريق پرسشنامه بوده است، سپس نسبت به تجزيهوتحليل اطلاعات و دادهها اقدام شده است. جامعه آماري مديران، كارشناسان، متخصصان و صاحبنظران به تعداد 120 نفر است كه با بررسي وضعيت جغرافيايي، سياسي، قواي حاكم و حاكميت شيعي عراق و تاثير اقتصادي و سياسي آن را بر ايران بررسي كرده و به اين نتيجه رسيده كه در حوزه سياسي و در سطح ملي روابط دو كشور باعث ارتقا ديپلماتيك، كاهش تهديدات خارجي و ايجاد روابط راهبردي و در سطح منطقهاي، ضمن محدود نمودن فعاليت گروههاي معارض از جمله اخراج گروهك تروريستي منافقين، عراق را از تهديد به فرصت تبديل كرده است؛ همچنين در سطح منطقهاي به افزايش نقش ايران انجاميده و در حوزه اقتصادي باعث افزايش تراز پرداختها، صادرات و سرمايهگذاري خارجي و افزايش اشتغالزايي در استانهاي مرزي با عراق شده است.

Changing the structure of power and identity, the new Iraq has caused another geopolitical situation and changed the Middle East actors’ approach, and the Shiites and Kurds presence in power, has led this country to convergence with Iran. This paper has checked the influence of Shiite ruling in Iraq’s political and economic security. Assuming “the ruling of Iraqi Shiites has created political security for Iran due to reduction of external threats, increasing regional opportunities and exports, foreign investment and job creation” the article has used the approach of interdependence, performed in terms of applied and descriptive analysis method. The data has been collected and analyzed through library references and the use of experts’ opinions from questionnaires. Statistic population is 79 people among managers, experts and scholars who have reviewed geographical political situation of the ruling party, the ruling of Iraqi Shiites and political economic influences of these conditions on Iran. The paper concluded that in the political and national sphere, the relations between the two countries are enhancing diplomatic relations, reducing external threats and building strategic relations at the regional level along with limiting the activities of opposition groups including the expulsion of MKO terrorist group, so these conditions has change Iraq from being a threat to an opportunity. Iraq, at the regional level, has caused enhancing the role of Iran, in the economic sphere has increased the balance of payments, exports, foreign investment and job creating in the provinces bordering Iraq.
