Regional Security in the Scope of Eurasia and Iranʹʹs Position

پس از فروپاشي شوروي، اوراسياي جديد، از منطقه‌اي خفته و دور از مركز سياست جهاني به منطقه‌اي مورد توجه قدرت‌هاي منطقه‌اي و فرامنطقه‌اي تبديل شده است. ايران نيز به جهت موقعيت ژيواستراتژيكِ بي‌همتا، در جغرافيايي قرار گرفته كه پس از روسيه نقشِ بازيگري محوري و مهم در اين منطقه را دارد. در اين خصوص، تكوين همكاري و نگراني‌هاي امنيتي منطقه‌اي، كانون تمركز و اولويت نخست براي تهران است. اينكه جمهوري اسلامي ايران چه جايگاهي در اين منطقه دارد؟ معضلات پيشِ روي ايران به لحاظ امنيتي در چه ابعادي گسترده است؟ مهم‌ترين عوامل استراتژيك مناسبات امنيتي آينده ايران با كشورهاي واقع در اين منطقه چگونه قابل تحليل است و كشور در چه سطحي مي‌تواند درون آن نقش شايسته خود را بازي كند؟ پرسش‌هايي هستند كه در اين مقاله به آنها پرداخته مي‌شود. از‌اين‌رو مقاله حاضر با توجه به متغيرهاي فراوان با اثرگذاري‌هاي متفاوت، واقعيات و پيچيدگي‌هاي حاكم بر اين منطقه و با در نظر گرفتن احتمال افزايش نقش‌آفريني ايران در قلمرو اوراسيا، تلاش مي‌كند تا در حوزه امنيت منطقه‌اي، رفتار و رهيافت منطقه‌اي جمهوري اسلامي ايران را براساس عقلانيت و در پرتو مطلوبيت نسبي ارايه كند. در اين چارچوب، ابتدا ضمن بررسي نظري مفهوم امنيت و رويكردهاي منطقه‌اي آن، به‌گونه‌اي توصيفي ـ تحليلي، از يك‌سو مجموعه تحولاتي را كه به بي‌ثباتي و ناامني در منطقه اوراسيا دامن مي‌زند، و از‌سوي‌ديگر موضوعاتي كه به‌طور مشخص در زيرسيستم‌هاي آسياي مركزي، منطقه خزر و منطقه قفقاز جنوبي به‌عنوان محيط فوري امنيتي ايران در چارچوب اوراسيا محسوب مي‌شوند، مورد واكاوي و تجزيه تحليل قرار مي‌دهد.

After the collapse of the Soviet Union, the New Eurasia, as the sleeping area and away from the center of the world politics, has become the focus of attention for the regional and trans-regional powers. After Russia, Iran also is a central player in this region due to its geostrategic and unique position. In this context, the development of cooperation and regional security concerns are all the main subject and priority for the I.R. of Iran. This means what is the Iranʹs position in the region? To what extent are the problems facing the country comprehensive in terms of security? How can the most important strategic elements of future security relations with the countries of the region be analyzed and at what level can the country play its rightful role within it? These questions and more are issues, all of which will be addressed in this essay. Therefore, according to many variables with different impacts, realities and complexities of the region and by considering the possibility of role advancement of Iran in the territory of Eurasia, this paper tries to explain Iranʹs regional approach according to rational behavior and the relative desirability in the area of regional security. In this context, the concept of security and its regional approaches will be investigated theoretically in a descriptive-analytical method firstly. Additionally, on the one hand a series of changes that instigate the insecurity and instability of Eurasia, and on the other hand, those issues specifically in the central East sub-systems, South Caucasus and the Caspian region that are identified as Iranʹs immediate security environment in the framework of Eurasia, are analyzed.
