«امنيت اجتماعي» حالت آسايش همگاني از ترس، تهديد، اضطراب، محفوظ ماندن جان، مال، ناموس، شرف، آبرو، شغل، اعتقادات و باورهاي مردم از هر نوع تهديد و تعرض است. درواقع شامل كليه اقدام‌هايي است كه به موجب آن اقشار مختلف مردم در محيطي آرام بتوانند فعاليت‌هاي اجتماعي خود را انجام دهند. حاكمان و سردمداران هر جامعه‌اي وظيفه دارند تا نسبت به تامين امنيت اجتماعي در آن جامعه اقدام نمايند و در اين راستا از ابزارهاي مختلفي بهره‌ مي‌گيرند. در كشور عزيزمان جمهوري اسلامي ايران نيز در تامين امنيت اجتماعي برخي ارگان‌ها نقش داشته و ايفاي وظيفه مي‌نمايند. مسيله‌ اصلي اين پژوهش اين است كه بدانيم مفهوم امنيت اجتماعي چيست و نيروي انتظامي (پليس) چه نقش و كاركردي در تحقق امنيت اجتماعي مي‌تواند از خود داشته باشد؟ روش اين تحقيق از‌لحاظ هدف «كاربردي» و ازنظر روش «توصيفي‌تحليلي» با استفاده از منابع اسنادي و كتابخانه‌اي است. نتايج پژوهش حاكي است كه نيروي انتظامي در تامين امنيت اجتماعي نقشي محوري و اثرگذار داشته و در سه حوزه اصلي 1. ارايه خدمات انتظامي به آحاد مردم؛ 2. كاركرد تعاملي با ساير ارگان‌هاي جامعه و نيز 3. در مقام انجام اقدامات پليسي (از قبيل مقابله با مخلان امنيت اجتماعي) و با به‌كارگيري روش‌هاي مختلف، مي تواند موجبات تامين و حتي ارتقاي امنيت اجتماعي در جامعه را فراهم نمايد.

"Social security", the public comforting state from fear, threat, and anxiety, and safety of peopleʹs life, property, chastity, dignity, honor, job, beliefs and faiths from any kinds of threat and offense. In fact it includes all the affairs, because of which different layers of people could be able to do their social activities in a calm environment. The leaders and heads of every society are obliged to take action in providing social security in that community and in this direction they use various tools. In our honored country, Islamic republic of Iran, some of organs play role in providing social security and do their responsibilities. The main issue of this research is to know that what is the meaning of social security and police could have which kinds of role and usage in fulfillment of social security? The research method from the goal point of view is "applied" and from the method point of view is "descriptive-analysis" through documentary and library resources. Research results states that police have had a crucial and critical role in providing social security and in three principal fields of 1. providing law enforcement services to public; 2. mutual cooperation with other social organs and also, 3. in the stand of doing policing actions (such as confrontation with social security disruptors) and through using different methods could provide the situation for fulfillment and even improvement of social security in the community.
