Poverty Reduction Strategies: an Institutional Economics Approach

امروزه تعريف فقر از فقر درآمدي فراتر رفته و مقولاتي همچون عدم دسترسي به آموزش و بهداشت، فرص تهاي برابر، محروميت از قابلي تهاي فردي و اجتماعي از جمله عدم برخورداري از آزاد يهاي سياسي و اجتماعي، نبود امكان برخورداري از مشاركت در نهادهاي اجتماعي و نقض حقوق مدني گسترش يافت ه است. در همين راستا راهكارهاي كاهش نابرابري و فقر نيز گسترد هتر شد هاند و در كنار سياس تهاي مستقيم كاهش فقر و ارايه خدمات عمومي، راهكارهاي ديگري نيز براي كاهش نابرابري و فقر در سا لهاي اخير مطرح شد ه است. ديدگاه نهادي، رويكردهاي جديدي را براي كاهش نابرابري و فقر ارايه م يدهد. اين مقاله با بررسي مختصر سه رويكرد در كاهش فقر، يعني سياس تهاي كاهش فقر، خدمات اجتماعي و عوامل نهادي؛ راهكارهاي نهادي از قبيل رشد به نفع فقرا، سرمايه اجتماعي، سازما نهاي مرد منهاد و اصلاح نهادهاي عمومي را جهت كاهش فقر بررسي م يكند..

Today, the definition of poverty has gone beyond the term income poverty and has extended to categories such as lack of access to education and health, equal opportunities, privation of social and individual capabilities, including the lack of political and social freedom, lack of enjoyment of participation in social institutions, violation of civil rights. In the same vein, inequality and poverty reduction strategies have also been broadened in recent years, and along the direct policies of reduction of poverty and those concerning public services, other solutions to reduce inequality and poverty have been proposed. In this regard, institutional perspective offers new approaches for reduction of inequality and poverty. This article, through a brief review of the three approaches - that of policies of reduction of poverty, public services and institutional perspective - attempts to analyze specific institutional strategies which aim to reduce poverty, those entailing pro-poor growth, social capital, nongovernmental organizations, and reformed public institutions.
