توسعه رشته سلامت، ايمني و محيط زيست با نگاه به بخش بالادستي نفت

The development of health, safety and environment (HSE) course for petroleum upstream section

پيشينه مديريت HSE به عنوان يكي از بخشهاي نوپاي صنعت نفت ايران به بيش از يك دهه مي رسد كه طي اين مدت سه مقوله تامين سلامت نيروي انساني، ايمني تجهيزات و حفاظت از محيط زيست را به عنوان اهداف خود دنبال كرده است. با نگاه به بخش بالادستي نفت و توسعه رشته هاي دانشگاهي در زمينه HSE مي توان گفت رشته هاي تاسيس شده در اين زمينه تا كنون نتوانسته اند به صورت تخصصي مبحث HSE را در قالب يك رشته مستقل و يكپارچه براي استفاده كاربردي در اين بخش معرفي و نيازهاي صنعت را برآورده كنند. امروزه كمبود نيروي متخصص در اين بخش به عنوان يكي از مهمترين چالشها در اين صنعت مطرح است كه دانشگاه نقش موثري در اين زمينه به عهده دارد. در اين پژوهش به لزوم توسعه HSE به صورت يك مبحث تخصصي براي بخش بالادستي در دانشگاهها پرداخته شده است. ايجاد رشته اي مستقل در دانشگاه و معرفي درس آشنايي با مباني سلامت، ايمني و محيط زيست به عنوان درس اجباري در رشته هاي مرتبط با بخش بالادستي نفت از جمله پيشنهاداتي است كه براي توسعه اين رشته در اين مقاله پيشنهاد مي شود.

The history of the Health, Safety and Environment (HSE) Management, as a young section of Iranian Oil Industry, goes back to more than a decade. During this period, the HSE management followed 3 categories; which include providing the health of the human resources, the safety of the equipment and tools and the protection of the environment as its three main objectives. By having a look at the upstream and the development of the related academic HSE majors in the universities, we can say that they do not comply with the requirements of the industry. And as an independent, integrated and specific field, it could not give a practical framework for the industry. Lack of the HSE experts, is one of the challenges in this industry, and universities could have a major role in solving it. In the present study, the necessity of the development of HSE majors in the universities, as a specific subject for upstream, has been emphasized. The establishment of the independent HSE majors and introducing an obligatory course named: “The Familiarity with Basic Health, Safety & Environment” is recommended in this article to help developing this field of study in related majors in the upstream field.
