نقش ساختار مديريت شهري در توسعه فرهنگ شهر و شهرنشيني (مطالعه موردي: شهر همدان)

The structure role of urban management in city culture development and urbanization Planning (Case Study:Hamedan city)

تمركز روز افزون جمعيت در نواحي شهري و رشد سريع شهرنشيني ناشي از مهاجرت مشكلاتي را در ارايه خدمات مناسب به شهروندان به وجود مي آورد .در اين رابطه نقش مديران شهري كاردان در قالب يك نهاد مديريتي فراگير و كارآمد در رفع مشكلات و نيازهاي روز افزون شهروندان ضرورت پيدا مي كند. شهر همدان نيز با سابقه تاريخي كهن و افزايش روز افزون جمعيت كه در دهه هاي اخير اتفاق افتاده است از اين قاعده مستثني نيست. بنابراين در پژوهش حاضر شناسايي عوامل مو ثر در بهبود ساختار مديريت شهري و تاثير آن در توسعه فرهنگ شهر و شهرنشيني همدان مورد توجه قرار گرفته است. در اين راستا با اين فرض كه مديريت شهري همدان تنها با مشاركت بيش تر شهروندان، حفظ حقوق شهروندي و ارايه خدمات مناسب به آنان مي تواند در اداره امور شهر و توسعه ي فرهنگ شهر و شهر نشيني موفق باشد؛به نقش و عملكرد مديريت شهري همدان پرداخته است. در مجموع روش اين پژوهش توصيفي- تحليلي، كاربردي و مبتني بر پيمايش مي باشد. در اين روش از گردآوري اطلاعات، مطالعات اسنادي و ميداني (تهيه پرسش نامه) استفاده شده است، و جامعه ي مورد مطالعه شهر همدان و حجم نمونه 369 نفرمي باشدكه جهت ورود اطلاعات و داده ها وتجزيه- تحليل آنها نيز از نرم افزار spss استفاده شده است. نتيجه اين كه ساختار مديريت شهري همدان از انسجام، انعطاف پذيري، كارآمدي و مشاركت لازم برخوردار نيست و نياز است جهت ار تقاي فرهنگ شهر و شهرنشيني شهروندان همداني توجه بيش تر و برنامه ريزي دقيق تري داشته باشد. همچنين با توجه به اين موضوع كه اكثر شهروندان همداني با مفهوم حقوق شهروندي آشنايي چنداني ندارند و در اداره امور شهر رغبت چنداني از خود نشان نمي دهند بنابراين آگاه سازي، آموزش و توانمند سازي شهروندان جهت ارتقاي مهارت ها و كسب عادت هاي صحيح زندگي اجتماعي پيش شرط لازم در اداره امور شهر مي باشد و اين امر نياز به برنامه ريزي و سياست گذاري اجتماعي دارد كه مديريت و حاكميت شهري همدان مي تواند تنها از اين طريق به توسعه فرهنگ شهر و شهر نشيني نزديك تر شود.

Increasing concentration of population in urban areas and rapid urbanization due to migration has created problems in providing appropriate services to citizens. In this regard, the role of skilful urban managers in the form of a comprehensive and efficient management at finding the problems and needs of increasing of citizens is needed. Hamadan city with ancient history and increasing population in recent decades is no exception. Therefore, in the study, identifying effective factors in improving urban management structure and its effects on development of Hamedan urban &urbanization culture is investigated. Therefore, with the assumption that urban management of Hamedan can be successful in the city administration and city culture development and urbanization is possible best accomplished only with greater citizens participation, protecting civic rights and providing appropriate services to citizens, attention has been paid to the role and function of urban management of Hamedan. Altogether, the research is descriptive - analytical, and practical completed as a survey. In this method of data collection, documentation and field studies (questionnaire) has been used. The selected research site is Hamadan city and the size of the sample is 369 participants. For data entry and data analysis SPSS software has been used. As a result, the management structure of the city of Hamadan was recognized as not having coherence, flexibility, efficiency and participation and it is necessary to pay more attention and conduct more precise planning to promote city culture and urbanization of Hamedan citizens. Also with regard to the issue that the most number of Hamedan citizens are not familiar with the concept of civic rights, they do not show interest in the affairs of the city. Therefore, awareness, education and empowerment of citizens to promote skills and earning proper habits of social life is precondition for the proper administration of city life. This requires planning and social policy that can bring the Management authorities of Hamedan closer to city cultural development and urbanization
