تحليل ديدگاه شهروندان از اهميت محله محوري در مديريت شهري ( مطالعه موردي: منطقه 9 شهراصفهان)

Analysis of citizens’ perceptions of importance of district-centered approach in urban management.(a study on district 9 in Esfahan)

رشد فزاينده و شتابان شهرنشيني در چند دهه ي اخير در كشور موجب شده تا شهرها با چالش هايي چون كم رنگ شدن هويت و حس تعلق اجتماعي، گسترش مشكلات اكولوژيكي، نابرابري هاي اجتماعي، اقتصادي، دوگانگي در فضاي شهر، نابرابري در توزيع و پراكندگي خدمات، دور شدن از مسير عدالت محيطي و كاهش كيفيت زندگي مواجه گردند. بدين ترتيب تلاش هاي متخصصان امور شهري، توجه به رويكردي مطلوب، جهت پايان دادن به اين چالش ها مي باشد. محله محوري كه مبتني بر نقش مشاركتي مردم و اجتماعات محلي است، به عنوان مهم ترين رويكرد در اين راه مطرح است. هدف اين پژوهش بررسي جايگاه محله محوري در مديريت شهري است. به صورت موردي موضوع را در منطقه 9 اصفهان؛ يكي از مناطق غربي كلان شهر اصفهان، مورد مطالعه قرار مي -دهد.از نظر روش شناسي براساس هدف از نوع توصيفي و تحليلي، و بر اساس هدف از نوع كاربردي است. حجم نمونه از طريق فرمول نمونه گيري كوكران تعداد 245 خانوار از اين منطقه انتخاب شد و پرسش نامه در تمامي محله هاي آن توزيع گرديد. از روش هاي مصاحبه ،پرسش نامه، مشاهده و مطالعات كتابخانه اي براي گرد آوري اطلاعات و از نرم افزارهاي GIS وExcel در تجزيه و تحليل دادهاي آن استفاده شده است. از نتايج آن مي توان به عدم توزيع خدمات متناسب با نياز هاي ساكنان محله ها، تفاوت در مشكلات محله ها، پايين بودن ميزان رضايت از زندگي در محله ها و تمايل داشتن مردم به مشاركت در امور محله ي خود و ... اشاره كرد.

Great growth of urbanite and the various kind of urban growth happened in the last decades have caused problem for Esfahan city, for example: the increase of social abnormalities , the decrease of social identity, Growth of environmental problem, social and economic inequality, un controlled traffic and various kinds of pollution. Furthermore, this growth of urban inconsistencies has decreased the social justice and the life welfare. However, experts have always attempted to use a suitable system for ending this condition. The district centered approach with partnership of people and the perished community has some benefits such as increasing the control of people on livelihood and routine life and presenting method and plan that have more dependence and relationship to the social and environment position, are just a few among the most important actions to solve this problem. This research’s goal is Analyzing the role of district-centered approach in urban planning. This research was conducted in the ninth district of Esfahan, with a sample size of 245 participants. This research is descriptive and thematic in which the research uses interview, questionnaire, general observe and library study for collecting the data. The Ms. Excel, cad, GIs software were used for the analysis of the data. among the results and findings of the study are: inadequate and inconsistent distribution of services across the districts, variety in problems pressing the residents across the districts, low life satisfaction ratio, and the residents’ interest and tendency in participating in their district self-management services.
