جايگاه فضاي مجازي در قدرت نرم

The position of virtual space in soft power

«قدرت نرم» از طريق توليد و توزيع آموزه‌ها و ارزش‌هاي خاص و جذاب، بنيان‌هاي ارزشي و اركان حمايتي كشور متخاصم را هدف قرار داده و آن را در راستاي وضعيت مطلوب خويش تغيير مي‌دهد. اين‌گونه تغييرها معمولاً از زيرساخت‌ها و شبكه‌هاي توليد و توزيع انديشه‌ها و هنجارها، خصوصاً حوزه‌هاي آموزشي، فرهنگي و رسانه‌اي آغاز مي‌شود؛ يعني عرصه‌هايي كه معمولاً خارج از افق ديد، نظارت و راهبرد سرويس‌هاي اطلاعاتي سنتي قرار دارد. در قدرت نرم، برخلاف قدرت سخت، مخاطب نه از روي اجبار و اكراه، بلكه با رضايتمندي تن به قدرت جديد مي‌دهد و خواسته‌هاي قدرتمند را اجابت و اجرا مي‌كند. به تعبير ديگر، قدرت نرم به جاي تحميل و ناگزير كردن مخاطبان، آن‌ها را متقاعد و هم‌سو مي‌سازد و در هر نوع مانع يا انگيزه مقاومت ملي، اخلاقي، حيثيتي، هويتي و ديني را از ذهن مخاطب باز مي‌ستاند. در اين راستا، فضاي مجازي به‌عنوان يكي از جديدترين محورهاي فعاليت بشري ظهور يافته و با سرعتي غيرقابل باور، درحال نفوذ‌پذيري و درهم ريختن تمام مرزها در كليه جوامع و نهادها مي‌باشد. روند كنوني نشانگر اين است كه اين عامل، قابليت و ظرفيت ارتقاي سطح اثربخشي خود بر ساير عوامل را دارا بوده و در آينده بر اهميت آن، بيش از پيش افزوده خواهد شد. با توجه به اين مسيله، در اين پژوهش به تفصيل به تبيين جايگاه و نقش فضاي مجازي در قدرت نرم پرداخته شد و نتايج حاصل از اين پژوهش، مويد اين است كه در صورت انجام پاره‌اي از اقدام‌ها، مي‌توان تا حدودي آسيب‌پذيري ناشي از حملات مجازي كشورهاي متخاصم را كاهش داد.

The soft power target the valuable foundations and protective bases of belligerent country through creation and distribution of doctrines and values that are special and attractive and change it in direction of itself ideal situation. These changes usually begin from infrastructures and networks of production and distribution of ideas and norm, especially in the fields of educational, cultural and media; that means those areas that are usually out of sight, monitoring and strategy of traditional intelligence services. In soft power unlike the hard power, the audience concede to new power with satisfaction rather than on coercion and compulsion and grant and carry out the powerfulʹ s purposes. In other words, soft power convince and ally audience rather than imposed and forced them and in any type of obstacle or incentive , put out of audience mind for national resistance, morality, honorably, identity and religious. In this regard , virtual space has appeared as one of the newest aspect of human activity, and is breaking down, all of the borders in all societies and institutions with incredible speed. Current trend indicate that this factor has capacity for improving its level of effectiveness on other factors and will be added its importance more and more in the future. According to this , in present study explicate the position and role of virtual space in soft power in detail. The gained results from this research, confirmed that if we have taking the some steps in this way, consequentially we can reduce vulnerability resulting from virtual attacks of belligerent countries.
