لزوم تحول سازمان‌هاي نظارتي و صيانتي در مقابله با فساد

The necessity of evolution in supervisory and protective agencies against corruption(with emphasis on the statements of the supreme leader)

امروزه فساد از شكل سنتي آن - كه درختي بوده - خارج شده و به‌صورت ريزوميك، سيال و همه‌جايي تغيير شكل داده و بخشي از زندگي روزمره انسان‌ها شده است. بديهي است پابه‌پاي تغيير شكلي و ماهوي فساد، شيوه شناخت و رصد سازمان‌هاي نظارتي و صيانتي نيز بايد تغيير شكل و ماهيت دهد؛ وگرنه در شناخت و رصد فساد در جامعه دچار نقصان مي‌گردد. هدف اصلي مقاله حاضر، شناخت روش‌هاي نوين نظارتي و صيانتي براي مقابله با فساد، با تاكيد بر رويكرد دقيق و علمي و نيز مبتني بر بيانات مقام معظم رهبري مي‌باشد. آنچه كه در اين مقاله به آن مي‌رسيم اين است كه سازمان‌هاي نظارتي و صيانتي هم در حوزه نظارت و شناسايي و هم در حوزه كنترل، داراي نقاط ضعف بوده و بنابراين در اين دو حوزه بايد دچار تحول و دگرگوني گردند.

Nowadays the corruption has been deformed from its traditional form - the tree is-and has been transformed to rhizome(Ryz?myk), fluid and gadabout form and has become part of the routine lives of peoples. Obviously in step with changing of form and nature in corruption, it should also has been changed in form and nature of regulatory and protective agencies’s method of insight and observation, otherwise they(regulatory and protective agencies ) got into reduction in recognition and observation of corruption in society. The main purpose of the present article, is identifying modern methods of regulatory and protective against corruption with emphasis on precise and scientific approach and also based on the statements of the supreme leader. The result of the study suggests : regulatory and protective agencies have decrepitude both in area of supervision and identification and area of control, too and thus they should be involved in evolution in these areas.
