تبيين بدكاركردي سياست داخلي و خارجي قذافي، بر اساس منطق رويكرد ساز‌ه‌انگاري

سير نظريه‌پردازي در روابط بين‌الملل از سطوح خرد به سطوح كلان در حركت بوده است. درنهايت سازه‌انگاري به‌ عنوان رويكرد ميان‌برد با تاكيد بر عوامل ساختاري و فرد انساني به‌ عنوان كارگزار براي مطالعه پديده‌هاي سياسي و اجتماعي مطرح شد. اهميت اين موضوع ناشي از افزايش نقش دولت‌ها و افراد در كنار نقش محدودساز و امكان‌سازِ ساختارها در شكل‌دادن به نظام بين‌الملل، رفتار سياست خارجي و منافع ملي است. اين مقاله با روش توصيفي‌تبييني به بررسي دلايل بدكاركردي سياست خارجي قذافي بر اساس مفروضات نظريه سازه‌انگاري كه رويكردي ميان‌برد است، مي‌پردازد. هدف اين مقاله پاسخ به اين سوال است كه علت بدكاركردي سياست خارجي قذافي در دوران حكومتش چه بود؟ يافته‌‌هاي تحقيق حاكي از آن است، تضاد سياست خارجي و داخلي برآمده از افكار قذافي با معاني بيناذهني داخلي، منطقه‌اي و بين‌المللي عامل اصلي بدكاركردي سياست خارجي وي در دوران حكومتش بوده است.

Accordingly, constructivism was proposed as a moderate approach to study the social and political phenomena with an emphasis on structure and individual as functionary factors. The importance of this study is due to the role assigned to governments and individuals as well as the possible mechanisms and limiting structures in shaping the international system, foreign policy behavior and the national interests. Having utilized a descriptive-analytic method, the researchers made attempts at explicating failure of Gaddafi’s foreign policy on the basis of the theory of constructivism as a moderate approach. The objective of this paper is to answer the question: What caused Gaddafiʹs foreign policy failures during his rule. Findings show that, contrary of domestic and foreign policy arising from Qaddafi ideas with inter- subjective local, regional and international meanings was the main factor of his foreign policy failure or inefficiency during his rule.
