بودجه ريزي عملياتي پاسخي به نيازهاي مديريت نوين دولتي (درآمدي بر نظام حقوقي بودجه ريزي عملياتي ايالات متحده آمريكا)

Operational Budget Planning; an Answer to Modern Governmental Management Requirements (An Introduction to Legal System of Operational Budget Planning in USA)

امروزه تحولات بنياديني در نظام بودجه‌ريزي كشورهاي مختلف (بويژه كشورهاي توسعه يافته) به دنبال تحول در سبك مديريت دولتي آنها بوجود آمده است. در اين كشورها به طور روزافزون بر عملكرد بودجه‌اي تاكيد مي‌شود و ضمن تاكيد بر بهترين عملكرد، براساس قوانين مصوب، قوه مجريه موظف است كه اطلاعات عملكرد گذشته و همچنين پيش بيني عملكرد آتي خود را در چهارچوب بودجه ساليانه به قوه مقننه ارايه دهد و همچنين از مديران بودجه بخواهد كه پس از اجراي بودجه، گزارش عملكرد بودجه را به قوه مقننه ارايه دهند. مفهوم نظارت قوه مقننه نيز متحول شده است. اين نظارت هم اكنون لزوماً به معناي تطابق كاركردهاي بودجه‌اي با قانون بودجه‌ نيست، بلكه همسو بودن و انطباق با هدف‌ها و برنامه‌هاي تعيين شده مي‌باشد. اين كشورها در تلاشند نظام بودجه ريزي خود را در يك فرايند بهبود يا تغيير به يك نظام عملكرد محور يا عملياتي كه در آن ارتباط بين اعتبارات بودجه‌اي و عملكرد دستگاه‌هاي اجرايي شفاف و قابل درك است، نزديك‌تر سازند و از اين طريق پشتوانه اطلاعاتي معتبر و قابل اطميناني براي تصميمات بودجه‌اي دولت و مجلس فراهم آورند. در چنين چارچوبي كارآيي، اثر بخشي و صرفه جويي به عنوان هدف اصلي بودجه ‌ريزي مطرح مي‌شود. در اين پژوهش، نظام حقوقي (بودجه‌ريزي) دولت ايالات متحده آمريكا به عنوان اولين نظامي كه مبدع و مجري بودجه ريزي عملياتي بوده است مورد بررسي قرار گرفته است. در حال حاضر چارچوب‌هاي قانوني ايالات متحده آمريكا در خصوص بودجه‌هاي فدرال بسيار جامع مي‌باشد. قانونگذار با تصويب قانون عملكرد و نتايج فعاليت‌هاي دولت در سال 1993 ضمن جلوگيري از تكرار چالش ها گذشته، زمينه هاي قانوني استقرار بودجه ريزي عملياتي را فراهم نمود. در اين مقاله ضمن اشاره به مباني بودجه ريزي عملياتي، قانون بودجه و عملكرد تحليل و در پايان چالش هاي پيش روي مجريان اين شيوه از بودجه ريزي بيان شده است.

There have been recent fundamental transformations in budget planning in different (specifically developed) countries due to their management style changes. In these countries there is a growing emphasis on budget-oriented performance and emphasizing on the best performance based on the ratified regulations, the executive power is obliged to present the previous performance data and also the prediction of its future performance framed with the annual budget to the parliament and request the budget managers to report the budget performance to the parliament after it is implemented. The concept of observation of the parliament has also changed. Currently such a performance does not necessarily mean the adaptation of budget performance with the budget law but its alignment and adaptation with the decided targets and plans. These countries, through a process of improvement or change, are trying to make the budget planning come closer to a performance-oriented order or some operation in which the budget credit and administrative departments relationship is clear and understandable and doing so, provide the government and parliament with a credible and reliable data support. In such a framework, efficiency, effectiveness and economization are introduced as the main targets of budget planning. In this study, the US system of budget planning is investigated as the first system presenting operational budget planning system, including a very comprehensive federal system. In this article, despite considering principals of operational budget planning, budget law and operation of analysis and finally the forthcoming challenges are presented.
