امكان سنجي مشاركت شهروندان در مديريت و توسعه پارك هاي محله اي شهر تهران

Feasibility of citizen participation in the management and development of neighborhood parks in Tehran

هدف اصلي اين مقاله، امكان سنجي مشاركت شهروندان در مديريت و توسعه پارك هاي محله اي، از طريق سنجش ميزان تمايل آنان و عوامل موثر بر آن در سطح شهر تهران است.جهت بررسي موضوع پژوهش از نظريات رابرت دال و نظريه كنش مستدل آيزن و فيش باين استفاده شده است. براي پاسخ گويي به سوال اصلي پژوهش، يعني ميزان تمايل به مشاركت و عوامل موثر بر آن، پيمايشي با استفاده از ابزار پرسش نامه بر روي 400 نفر از مراجعه كنندگان به پارك هاي محله اي، كه با روش نمونه گيري خوشه‌اي و تصادفي ساده انتخاب شده‌اند، انجام گرفته است. در اين پژوهش، رابطه متغيرهاي گرايش به رفتار مشاركتي، هنجار ذهني، تصور فرد از اهميت مشاركتش، تصور فرد از مهارت ها و تخصص هايش، ميزان زمان اختصاصي، مشوق مالي، ميزان اعتماد به كارايي و عملكرد شهرداري با متغير وابسته ميزان تمايل به مشاركت مورد سنجش قرار گرفته است كه مهم ترين نتايج مبين آن است كه ميزان تمايل به مشاركت بر اساس طيف ليكرت (در بازه 1 تا 5) 35/3 و درحد متوسط به بالا است.از ميان عوامل موثر بر تمايل به مشاركت، عواملي چون گرايش به رفتار مشاركتي، تصور فرد از مهارت و تخصصش، ميزان زمان اختصاصي و مشاركت در قبال مشوق مالي بيشترين تاثير را بر متغير تمايل به مشاركت داشته اند. اين متغيرها توانسته اند 1/40 درصد از تغييرات متغير وابسته تمايل به مشاركت را تبيين كنند.

This research attempts to investigate the level of willingness to participation in management and development of a neighborhood park among visitors of neighborhood parks of urban areas in Tehran .To study this issue, Robert Dahlʹs theory and the theory of reasoned action has been used. To response the main question of the study, namely the willingness to participation and factors affecting it, this study used a questionnaire on 400 visitors of neighborhood parks by the cluster sampling and simple random sampling in 2013. In this research we examined the relationship of variables attitude toward participatory behavior, subjective norms, the imagination of a person of the importance of participation, his imagination of his skills and expertise, the amount of time dedicated, financial incentives, confidence to the performance of municipal with dependent variable of willingness to participation. The results demonstrated the level of willingness to participation (in the range 15 to 75) is 50/29 and that is moderate to high. Among the factors that influence the willingness to participation, Factors such as attitude toward participatory behavior, imagination of a person of his skills and expertise, the amount of time dedicated and financial incentives have the greatest impact on willingness to participation.
