The city development strategy with emphasis on improving urban Neighborhoods (Case study : Neighborhoodsof Akbar Abad, Yazd)

فرآیند استراتژی توسعه‌ی شهری به عنوان نظریه‌ای، رویه‌ای- محتوایی و به عنوان رویكردی نوین در برنامه‌ریزی شهری توسط سازمان ائتلاف شهرها در سال 1999 با هدف كاهش فقر، توسعه‌ی پایدار و ارتقای مشاركت و ایجاد حكمرانی خوب شهری مطرح گردید. در این میان یكی از محورهای اساسی CDS رویكرد محله محوری و توجه به محلات شهری بوده است. پژوهش حاضر با هدف استراتژی توسعه‌ی شهری با تأكید بر توانمندسازی محله‌ی اكبرآباد یزد می‌باشد. رویكرد حاكم بر پژوهش حاضر توصیفی - تحلیلی و جامعه‌ی آماری تحقیق كل كاربری‌های (1090) موجود در محله‌ی اكبرآباد است. روش پژوهش به صورت میدانی با استفاده از پرسش‌نامه‌ی محقق ساخته می‌باشد و برای تحلیل و پردازش دادهها و برآورد كمبود سرانه كاربری های موردنیاز از سیستم اطلاعات جغرافیایی و برای تحلیل نقاط قوت، ضعف، فرصت و تهدید از مدل كیفی SWOT استفاده شده است. نتایج تحقیق حاضر نشان می‌دهد بین سرانه‌ی كاربری‌ها در وضع موجود با سرانه‌ی استاندارد در مقیاس محله‌ای اختلاف وجود دارد و هم‌چنین محله اكبرآباد با چالش‌ها و مشكلات زیادی روبرو است كه از مهم‌ترین این چالش‌ها می‌توان به وضعیت نامناسب و در حال تخریب كاربری‌ها، نفوذناپذیری كوچه‌ها و معابر، از بین رفتن هویت محله‌ای و غیره اشاره كرد. در پایان برای ارتقای سطح كیفی محله، با توجه به كمبود بعضی كاربری‌ها در سطح محله و با توجه به سرانه‌ی استاندارد جهانی، كاربری‌هایی پیشنهاد و هم‌چنین راه‌كارهایی ارائه شد.
