بررسي تاثير سياست‌هاي حمايتي دولت بر بهره‌وري بخش‌ كشاورزي در ايران (رهيافت داده‌هاي تابلويي)

The Study of Government’s Supportive Policies’ Impact on Productivity in Agricultural Sector in Iran (Panel Data Approach)

افزايش بهره‌وري عوامل توليد در بخش كشاورزي از جايگاه ويژه‌اي برخوردار است. اين مطالعه اثر سياست‌هاي حمايتي دولت را بر بهره‌وري كل عوامل توليد در بخش‌ كشاورزي ايران را طي دوره 1389-1360 مورد بررسي قرار داده است. شاخص ترنكوييست1 براي تعيين بهره‌وري كل عوامل توليد و شاخص حمايت از توليدكننده (PSE) براي محاسبه ميزان حمايت در زيربخش‌هاي كشاورزي استفاده شد. الگوي بهره‌وري در بخش كشاورزي با استفاده از رهيافت داده‌هاي تابلويي برآورد شد. برآورد مدل بهره‌وري كل عوامل توليد در بخش كشاورزي حاكي از آن بود كه سياست‌هاي حمايتي اثر مثبت و معناداري بر بهره‌وري كل عوامل توليد بخش كشاورزي داشته است. با توجه به نتايج پژوهش، سياست‌هاي حمايتي به‌عنوان يك مسيله مهم و تاثير‌گذار بر بهره‌وري بخش كشاورزي بايد ازسوي سياستگزاران اقتصادي بيشتر مورد توجه قرار گيرد و اين حمايت‌ها بايد بيشتر به كشاورزان نمونه و با عملكرد بالا اعطا شود تا علاوه‌بر تشويق آنها، ساير توليدكنندگان نيز براي بهبود عملكرد، از شيوه‌هاي مناسب‌تر توليد استفاده كنند و بهره‌وري كل عوامل توليد افزايش يابد.

Increase in the productivity of production factors in agriculture sector is of great importance. This study examines the impact of governmentʹs supportive policies on the total factor productivity in Iranʹs agriculture sector over the period 1981-2010. For this purpose, the Torn-Quist index (known as total factor productivity index) is used to determine the total factor productivity and PSE (known as the Producer Support Estimate index) to calculate the amounts of support in subsectors of agriculture. Hence, the Panel Data Approach was applied to estimate the productivity model in agriculture sector. Estimation of total factor productivity in agriculture sector suggests that supportive policies have meaningful and positive impact on total factor productivity of agriculture sector. Based on the results of the survey, supporting policies as an important and effective factor for productivity of agriculture sector must be considered more seriously by politicians. These supports should be granted to exemplar farmers with high-performance to encourage them. Besides, other manufacturers would utilize more convenient methods of production to improve performance, and therefore total factor productivity will increase.
