استفاده از رويكرد تحليلي سوات - فازي در گزينش راهبردهاي پايدار براي ناحيه 1 شهر ري

Using SWOT - fuzzy analysis approach in selecting sustainable strategies for district 1 of Rey

با افزايش مسايل و مشكلات شهري در اوايل قرن 20، توجه به شهرها در قالب طرح‌هاي توسعه شهري مدنظر قرار گرفت. در اواخر اين قرن، طرح‌هاي استراتژيك و همزمان با آن‌، مباحث توسعه پايدار شهري مطرح شد، توسعه‌اي كه همچون طرح‌هاي راهبردي، توجه توامان به مسايل اقتصادي، اجتماعي و زيست‌محيطي را مدنظر قرار مي‌دهد. تدوين راهبرد، يكي از مراحل اصلي طرح‌هاي استراتژيك است، اما به نظر مي‌رسد، استفاده از تكنيك سوات در اين طرح‌ها، به تنهايي نمي‌تواند منجر به تدوين راهيردهاي مطلوب گردد. تحقيقات انجام شده، حاكي از اين موضوع است كه به دليل توانايي منطق فازي در تشخيص عوامل در شرايط عدم قطعيت، با استفاده از آن مي‌توان معايب تكنيك سوات را كاهش داد. در واقع، با تلفيق اين دو روش مي‌توان، عوامل داخلي و خارجي را به صورت بازه‌اي و نسبي مورد مطالعه قرار داده و زمينه را براي تدوين راهبردهاي برتر فراهم نمود. محدوده شهر تاريخي ري، كه اكنون به عنوان منطقه 20 تهران شناخته مي‌شود، به سبب رشد سريع و بي‌قاعده، از مولفه‌ها و معيارهاي پايداري دور شده است. روش تحقيق در اين پژوهش توصيفي- تحليلي مي باشد و پس از تدوين و تشريح رويكرد تلفيقي سوات - فازي، راهبردهاي توسعه با استفاده از اين رويكرد، براي يكي از نواحي شهر ري (ناحيه 1) ارايه شده است.

Rapid growth of urbanization in the early 20th century faced cities with numerous problems, So that solving these problems were addressed in the context of urban development plans and so the comprehensive plans were appeared by emphasis on the physical aspects . Following disclosing the defects of such plans, systematic plans and finally strategic plans emerged. This plans given to the urbanism’s problems were a step toward improving status quo (existing position) along with Strategic projects, sustainable development issues, particularly sustainable urban development was introduced, a development that will be considered all economic, social and environmental problems. Strategic plans and sustainable development approaches are complementary. Because the reason for being successful is in enduring of their plans and implementation of sustainable approach is in strategic plans. One of the main steps in strategic plans is strategy formulation that it is clear that using SWOT technique in these plans can not lead to formulation exact strategy solitude. With regard to the literature, it is appear that we can reduce the problems of SWOT technique by fuzzy logic. And also, other studies show that Rey city as a historical city is being far away from sustainable development indexes. It seems to be necessary to formulation strategic plans to exit this situation.in this paper, we formulation development strategic for zone 1 of this city and we achieved to 6 strategies that blocking local access to prevent from local traffic and air pollutants, establishing an integrated regulatory in defenseless sites (cemeteries and moorland) and creating active applications in it, and preventing from the spread of industrial and workshops activities to raise coherence in index are some of the most important strategies.
