بررسي امكان‌سنجي اجراي الگوي بالدريج به عنوان معيار ارزيابي و تعالي عملكرد (مورد مطالعه: شهرداري‌هاي استان فارس)

Studying the Feasibility of Implementing Baldrige Model as an Evaluation Measurement and Excellence Criteria (A Case Study: Municipalities of Fars Province)

مقدمه: هدف اين پژوهش، بررسي امكان‌سنجي اجراي يكي از الگو‌هاي ارزيابي و تعالي عملكرد به نام «بالدريج» در سنجش عملكرد شهرداري‌هاي استان فارس است. روش پژوهش: مطالعه حاضر، از نوع پژوهش‌هاي توصيفي پيمايشي است كه در شهرداري‌هاي استان فارس انجام شده است. داده‌هاي پژوهش از طريق پرسش‌نامه گردآوري و براي آزمون فرضيه‌هاي پژوهش از آزمون t يك نمونه‌اي و ميانه استفاده شده است. نرم افزارهاي مورد استفاده SPSS نسخه 15 و MINITAB نسخه 13 است. يافته‌ها: نتايج پژوهش حاكي از آن است كه در شهرداري‌هاي استان فارس امكان اجراي سازه‌هاي رهبري، برنامه‌ريزي راهبردي، مشتري و مديريت فرايند وجود دارد ولي شهرداري‌هاي مزبور در زمينه اجراي سازه‌هاي مديريت اطلاعات و نيروي كار، آمادگي لازم را ندارند. نتيجه‌گيري: به‌نظر معاونان اداري و مالي شهرداري‌هاي استان فارس امكان اجراي الگوي بالدريج به عنوان معيار ارزيابي و تعالي عملكرد در شهرداري‌هاي استان فارس وجود دارد. واژه‌هاي كليدي: ارزيابي عملكرد، بهبود مستمر، مديريت جامع كيفيت، الگوي بالدريج.

Introduction: The objective of this research is to study the feasibility of implementing one of the models for evaluation measurement and excellence criteria for measuring the performance of municipalities in Fars province called Baldrige Model. Method: The current study is a descriptive survey which has been done in municipalities of Fars Province. Data of the research were collected through a questionnaire, and to test the research hypotheses, one sample t Test and Median Test have been utilized. SPSS Version 15 and MINITAB Version 13 were also used. Results: The findings of the research suggest that there exist the possibility of implementing the components of leadership, strategic planning, customer, and process management in municipalities of Fars province, but the mentioned municipalities do not have the necessary preparation to implement the components of information management and workforce. Conclusion: According to the opinions of administrative and financial deputies of municipalities of Fars province, it is possible to implement Baldrige Model as evaluation measurement and excellence criteria there.
