كاربرد مدل TOPSIS در فرايند تحليل توان‌هاي محيطي براي توسعه‌ي شهري مطالعه موردي : شهرستان‌هاي اردبيل، نير، نمين و سرعين

Application of TOPSIS Model in Analysis Process of Environmental Capabilities for Urban Development Case study : Ardabil Township

روند رو به رشد شهرنشيني و به تبع آن رشد شتابان فضاي كالبدي شهرها، يكي از نمودهاي برجسته در زندگي بشر امروزي تلقي مي‌شود. بر همين اساس، به‌كارگيري ساز و كارهاي كارآمد در كاناليزه كردن توسعه‌ي فيزيكي شهرها در بسترهاي مناسب را مي‌توان امري اجتناب‌ناپذير در فرايند برنامه‌ريزي شهري در نظر گرفت. يكي از اين ساز و كارها استفاده از تكنيك‌هاي كارآمد در اولويّت‌بندي تناسب اراضي براي توسعه ساخت و سازهاي شهري است. در تحقيق حاضر با انتخاب شهرستان‌هاي اردبيل، نيا، نمين و سرعين، به عنوان مطالعه‌ي موردي، سعي شده است تلفيقي از قابليت‌هاي GIS و مدل TOPSIS، در يك زمينه تجربي از موضوع تحقيق به آزمون گذاشته شده و خروجي‌هاي حاصله در قالب نقشه كلاس‌بندي شده از تناسب اراضي براي توسعه‌ي شهرها، ارايه گردد. براي انجام اين مهم، تشكيل معيارهاي ارزيابي، استانداردسازي نقشه‌هاي معيار به واسطه‌ي درجه عضويت در تابع فازي، تعيين وزن معيارها به روش CRITIC و تهيه‌ي نقشه‌هاي استاندارد شده وزني از جمله اقداماتي بودند كه در برايند انجام آن‌ها، مقدمات لازم براي استفاده‌ي عملياتي از مدل TOPSIS در محيط GIS فراهم گرديد. بررسي نتايج حاصل از به‌كارگيري مدل در محدوده‌ي مورد مطالعه نشان داد كه پيكسل‌هاي اولويّت‌دار معرفي شده در خروجي حاصل از مدل، داراي شرايط بهينه از منظر معيارهاي تعريف شده هستند. بنابراين اين مدل مي‌تواند به عنوان يك سيستم پشتيبان تصميم‌گيري (DSS)، در فرآيند انتخاب بسترهاي مناسب براي توسعه‌ي كالبدي شهر مورد استفاده قرار گيرد.

The increasing trend of urbanization and consequently the rapid growing of the physical space of the cities is considered as one of the significant features of the human today’s life. On this basis, using proper and efficient strategies in leading the physical development of the cities in suitable beds can be considered as an inevitable factor in the process of urban planning. One of these strategies is implementing efficient techniques in prioritizing lands suitability for development of urban constructions. In the present study, by selecting the cities of Ardabil, Nir, Namin and Sarein as the case study, it is tried to test a combination of GIS and TOPSIS model capabilities in an experimental context of the study subject and the resulting outputs be presented in the form of a classified drawing of lands suitability for urban development. To this end, forming evaluation criteria, standardization of criteria drawings for the membership degree in fuzzy function, determining the criteria weight by CRITIC method and preparing weighted standardized maps were the measures be taken that in consequence of their performance, the required arrangements were provided for functional use of TOPSIS model in GIS environment. Review of the results obtained from using model in the study area, showed that the introduced prioritized pixels in the output of model have optimum conditions from the view point of defined criteria. Therefore, this model can be used as a decide supporting system (DSS) in the process of choosing proper beds for the city physical development.
