سيستم نوآوري ملي و جايگاه و نقش جديد دانشگاه‌ها در اقتصاد مبتني بر نوآوري

National Innovation System and the new position and roles of Universities in the Innovation-Driven economy

امروزه جايگاه و نقش دانشگاه‌ها در درون سيستمي تحليلي مي شود، كه به سيستم نوآوري ملي مشهور است. سيستم نوآوري ملي، شبكه اي است از بازيگران عمده كه در تعامل منطقي و سازگار با يكديگر، ضمن برقراري جريان مستمردانش و اطلاعات و تبادل في مابين، بستر مناسب توليد، توسعه و اشاعه علم و فناوري و ايجاد فضاي نوآوري را در كشور فراهم مي‌سازد. نقش دانشگاه‌ها دراين سيستم‌كاملاً متحول شده است. اين تحول هم از نظر ساختاري و هم از نظر كاركرد مورد توجه است. اين مقاله جايگاه و نقش دانشگاه‌ها درعصر اقتصاد مبتني بر نوآوري رادرسطوح كلان و خرد تحليل مي نمايد. در سطح كلان‌كاركرد اثرگذار و اثرپذير دانشگاه‌ها در سيستم نوآوري ملي كشورها بيان مي شود ودر سطح خرد، ماموريت جديد دانشگاه‌ها در چارچوب توليد و تجاري سازي دارايي‌هاي‌فكري‌ومشاركت فزاينده در فرايند نوآوري و توسعه فعاليت‌هاي فناورانه بومي، ملي، منطقه‌اي و بين‌المللي با نگاهي بر زير ساخت‌هاي فناورانه لازم، منعكس مي‌گردد. دراين راستا با مرور ادبيات موضوع، مدل مفهومي اين جايگاه و نقش جديد طرح و تشريح مي‌شود. در پايان پيشنهاد‌هايي جهت تسهيل روند توسعه نقش و كاركرد دانشگاه‌ها به‌منظور دستيابي به اهداف راهبردي و عملياتي همسو با اركان اقتصاد مبتني بر نوآوري ارايه مي‌شود.

Today, the position and roles of universities are analyzed in a system which is called National Innovation System. This system is a network of main actors with logical and consistent interaction, which by supplying continuous flow of knowledge and information provides the appropriate context for production, development and diffusion of science, technology and innovation climate in the country. Roles of universities have gone through many changes in this system. These changes are based on structure and functions. In this paper, position and role s of universities in the age of innovation-driven economy, are analyzed at the macro and micro levels. In the macro- level, influential performance of universities in the national innovation system are stated. In the micro-level, the new mission of universities based on generation, commercialization of intellectual property and their increasing involvement in the innovation process and development of technological activities at the regional, national and international levels are reflected. Finally, several suggestions for facilitating of developing universities’ new roles and functions for achieving strategic and operational objectives in line with core issues of innovation-driven economy are offered.
