مباني اقتصادي و اقتضايات مالي تكوين دولت در جامعه ايراني

The economic foundations and financial requirements of the state development in the Iranian society

دولت مدرن پديده اي تكاملي و تجديد شونده بوده و نمي توان آن را به صورت تك علي و تك ساحتي مورد ارزيابي قرار داد. فلذا هيچ يك از حوزه هاي متكثر علوم انساني اعم از سياسي، اجتماعي، فرهنگي، حقوقي، اقتصادي، مالي، اداري، نظامي و ... به تنهايي و بدون كنشگري متقابل با ساير حوزه ها، نمي تواند پيدايش دولت مدرن را به طور كامل تبيين نمايد. بدين ترتيب اگر چه روبناي سياسي الگوي دولت در كشورهاي مختلف، تابعي از ساختار اجتماعي، فرهنگي و فكري مردمان آن جوامع به مثابه سنگ بناي ساختار حكمراني قلمداد مي گردد. مع الوصف در وهله بعد ضرورتاً بر انديشه خاص اقتصادي و مالي براي ايجاد نهاد دولت ـ ملت، لاجرم استقرار معيوب اندامواره هاي اقتدار نظام سياسي را به دنبال خواهد داشت. شاخصه هاي اقتصادي و مولفه هاي مالي هر جامعه، در مقام تلفيق با ساختارهاي اجتماعي، سياسي، حقوقي، اجرايي و ... قادر است تا نقش قابل ملاحظه و تاثير بسزايي را در روند تكوين دولت ملي ايفا نمايد. به ديگر سخن، شكل و محتواي نظام حكمراني در هر كشور ارتباط معنا داري با خصايص بافت اقتصادي و شرايط مالي آن كشور و نحوه نگرش نظام حاكم به مفاهيمي همچون بازار، گردش سرمايه، نقش آفريني دولت در عرصه اقتصاد و ... دارد. در اين نوشتار متعاقب تحليل اجمالي پديده ي دولت و تشريح روند تكوين و تكامل آن در جامعه ي ايراني، به بررسي و تجزيه و تحليل تطور و تحول دولت مدرن از منظر شاخص ترين انگاره هاي اقتصادي و پارامترهاي مالي خواهيم پرداخت.

The modern state is a renewable and evolutionary phenomenon and it cannot be evaluated so that it has Single Cause. Therefore none of the fields of the Human Sciences alone cannot fully explain the emergence of the modern state without interaction with other disciplines; Political superstructure in various countries, Primarily influenced by the social and cultural systems of communities as the cornerstone of the governance structure and then it is based on, a special financial and economic approach; Economic indicator and financial components of each society in conjunction with the social, political, legal and executive structures play a significant role in the development of the modern state. In other words, the form and content of the governance system has a meaningful relationship with the economic and financial characteristics of that state and the attitude of state towards concepts such as the market, movement of capital, and potential role of government in the economy. In this article we will present a conceptual analysis of the state and explain development of state in the Iranian society and then we will analyze the evolution and transformation of the state from the perspective of most distinctive economic features and financial characteristics.
