بررسي تاثير قانون تعاريف محدوده و حريم بر ساختار كالبدي- فضايي آينده شهرها (نمونه موردي: شهر مشهد)

Study on the effects of city growth boundaries Act on the physical-spatial structures of cities in the future (casestudy: Mashhad metropolis)

رشد ‌جمعيتي و ‌تداوم پراكنده‌رويي در شهرها، ‌سبب گرديده تا تعيين محدوده يا سياست محدوديت شهري به عنوان راهكاري جهت مهار رشد شهرها و‌ مديريت آن، مدنظر قرار گيرد. اين سياستها، محتواي يكساني نداشته و ‌مي تواند اثرات مختلف را بر‌ شهر و‌ محيط پيرامونش برجاي گذارد. در اين مطالعه با‌ استفاده از روش توصيفي- تحليلي و‌ با هدف شناخت اثرات اين سياست ها و ‌قوانين مربوط بر فرم فضايي- كالبدي كلانشهرهاي ايران، كلانشهر ‌مشهد به عنوان نمونه، مورد مطالعه قرار گرفته است. نتايج بيانگر آن است كه قانون «تعاريف‌ محدوده ‌و‌ حريم شهر، روستا و‌ شهرك و‌ نحوه تعيين آنها» به عنوان مهمترين قانون در زمينه تعيين محدوده هاي شهري بوده است كه با توجه به برخي ضعفهاي آن، سبب شده آبادي هاي پيرامون مناطق كلانشهري به صورت نواحي منفصل شهري درآمده و ‌توسعه شهري را به صورت جسته و گريخته رقم زند. علاوه بر اين به دليل عدم تعيين تكليف و‌سياست گذاري مناسب در فواصل بين اين نواحي با كلانشهر و‌ رونق ساخت و‌ساز در اين مناطق، فضاي بين شهر و‌ نواحي جديد، بتدريج پر‌شده و‌باعث گسترش افقي يا اسپرال شهر خواهد شد. همچنين باتوجه به تفاوت هاي موجود در بافت هاي روستايي و ‌وضعيت اقتصادي- اجتماعي حاكم بر ساكنان، نابرابري هاي زيادي در فضاي شهري وجود خواهد داشت كه در ساختار فضايي شهر مشهد اثرگذار خواهد بود و ‌باعث آشفتگي و ‌دوگانگي در ساختار فضايي شهر خواهد شد؛ به‌عبارتي سياست هاي محدوديت شهري در ايران تاكنون در جلوگيري از توسعه پراكنده شهر، كارآيي لازم را نداشته و ‌برخي نقاط ضعف آن سبب گرديده كه همچنان شاهد توسعه هاي شهري و ‌شكل گيري حاشيه نشيني در مناطق كلانشهري باشيم.

The growing population,a continuation of dispersed and urban sprawl in cities caused that determination of urban growth boundaries or policies of the city containment considered as a solution in order to inhibit the growth of cities and urban growth management.These policies doʹnt always have the same content and they can have different effects on the city and its surroundings.In this study,using the descriptive-analytic method and with the purpose of determining the effects of these policies and related acts on physical-spatial form of Iran metropolises,Mashhad metropolis had been studies as a case.The results indicate that"Defining limits of the city,villages and towns,and determining them"Act is the most important Act for determining the urban growth boundaries which considering some of its weaknesses,it caused that some settlements around urban area become detached urban areas and lead to scattered and leapfroged urban developments.Moreover,due to lack of appropriate policies in distances between these regions and the metropolis area and the construction boom in these distances,the spaces between the city and the new areas will be filled.Therefore,the result will be horizontal extension and urban sprawl.Also,due to differences in rural context and socio-economic status of the residents there will be many inequalities in urban space which will be affect spatial structure of Mashhad metropolis and will cause confusion and ambiguity in spatial structure of the city.In other words,urban containment policies in Iran do not work properly to prevent the urban sprawl and some of their weaknesses have caused continuous urban growth and formation of marginalization in urban areas.
