Dual Spacization of Governance and Mobile Government: Systematization and Convergence of Government-People Relations

در دوره معاصر، با توجه به توسعه فضاي اجتماعي كه در پرتوي ”دوجهاني شدن ها و دوفضايي‌شدن جهان“ اتفاق افتاده، تغييرات بزرگي در حوزه‌هاي مختلف زندگي به‌وجود آمده كه يكي از مهم‌ترين آنها تغيير در نظام‌هاي حكمراني و مديريت اجتماعي و شكل‌گيري ”حكمراني دوفضايي“ است. حكمراني دوفضايي بر تغيير از حكمراني تك‌فضايي به حكمراني مشاركتي دوفضايي تاكيد دارد كه با توجه به شرايط واقعي‌ـ حضوري زندگي انسان و با رويكرد حفظ پايداري سلامت انسان و محيط زيست و افزايش كارآمدي و بهره‌وري اقتصادي، وظايف و خدمات فضاي واقعي‌ـ حضوري را به فضاي واقعي‌ـ مجازي منتقل كند. از سوي ديگر، ظهور فناوري هاي موبايل يا فناوري‌هاي همراه، به‌عنوان ابزار ارتباطي ”دسترسي همزمان و همه زمان به همه شهروندان“، مفهوم دولت همراه را به‌ميان آورده كه ”دولت مرتبط با افراد جامعه در حال حركت“ و برخاسته از يك ”شبكه ارتباطي همه‌جا حاضر“ است. بر اين اساس در اين مقاله با استفاده از روش مطالعه كتابخانه‌اي، به اين پرسش‌ها پاسخ داده مي‌شود كه با دوفضاي‌شدن زيست‌جهان معاصر، دولت همراه چه ظرفيت مضاعفي را براي دولت‌هاي جديد ايجاد كرده‌است؟ و بر اساس چه مدل‌هايي كار مي‌كند و چه فرصت‌ها و چالش‌هايي را براي دولت‌ها به‌همراه مي‌آورد. همچنين اين مسيله مورد توجه است كه چه رويكردهاي نظري براي دولت همراه وجود دارد و عوامل موفقيت دولت همراه چيست؟ به‌علاوه شاخص‌هاي آمادگي دولت همراه نيز از ديگر موضوعات مورد بحث در اين مقاله است. درمجموع حكمراني دوفضايي با هدف قرار دادن موضوع محوري سلامت و سبك زندگي، هدف‌هاي كيفي را از طريق برنامه اقدام دوفضايي همراه دنبال مي‌كند و نتيجه اين امر، ” تحقق كارها“ بدون تخريب محيط زيست و هوا و همچنين بدون تخريب سلامت انسان و تامين راهكارهاي افزايش بهره‌وري و كارآمدي اقتصادي است.

In the contemporary era, with respect to the expansion of social space that occurred because of dual globalization and dual spacization, huge changes have taken place in various fields of life, one of the most important of which is change in governance systems and social management, and formation of dual spacization of governance. Dual spacization of governance lays emphasis on change from single spacization governance to participatory dual spacization governance, which transfers the duties and services of real-actual space to real-virtual space with respect to the real-actual conditions of mankind’s lives and with the approach to preserve the health endurance of mankind and environment, and increase the economic efficiency and productivity. On the other hand, emergence of mobile technologies as communication tools for “simultaneous and all the time accessibility to all citizens”, brings about the concept of mobile government which is the “government connected to the moving people of the society and stems from an “Ubiquitous communication network”. On this basis, using library method, this paper responds to the questions of what binary capacity the mobile government has created for new governments as a result of dual spacization of contemporary lifeworld; on the basis of which models it works and what opportunities and challenges it brings about for governments. Also, the paper takes into consideration what theoretical approaches exist for the mobile government and what the factors behind success of a mobile government are. Moreover, the indices for readiness of a mobile government are among other issues of discussion in this paper. On the whole, dual spacizataion governance follows qualitative objectives through mobile dual spacization action plans by targeting the core issues of health and life style. As a result of this, “realization of tasks” will be materialized without destruction of environment and air and without damaging human beings’ health and through providing mechanisms for increasing economic efficiency and productivity.
