Presenting a Model Utilization of Knowledge Management in Passive Defense􀀂

در عصر كنوني، تهديدها و خطرها فقط نظامي نبوده بلكه دسترسي سازمان هاي رقيب و بيگانه به دانش و تجارب سازمان ها نوعي تهديد و خطر احتمالي مي باشد. با نگاهي مبتني بر منابع به سازمان درمي يابيم كه منابع تنها زماني براي ما ارزشمند هستند كه باعث رشد كارايي شده و امكان سرمايه گذاري در فرصت ها و مقابله با تهديدها را براي ما ايجاد كنند. كارآمدترين روش در مقابل انواع تهديدهاي دشمن، استفاده از فرايندهاي مديريت دانش در اصول پدافند غيرعامل است كه به كارگيري آن باعث حفاظت از تاسيسات حياتي، سرمايه هاي دانشي و كاهش اثربخشي تهديدها خواهد بود. در اين پژوهش سعي شده است اهميت و جايگاه منابع انساني به‌عنوان عنصر اصلي و مشترك مديريت دانش و پدافند غيرعامل مورد بررسي قرار گرفته و ضمن ارايه الگوي به كارگيري مديريت دانش در پدافند غيرعامل و نقش منابع انساني به‌عنوان يك عنصراصلي و مشترك، به اين نتيجه برسد كه بهره گيري از مديريت دانش، نقش موثري در موفقيت پدافند غيرعامل دارد. بنابراين به ضرورت تلفيق مديريت دانش و پدافند غيرعامل پرداخته شده است، كه با به‌كارگيري الگوي يادشده از طريق ايجاد و استقرار سيستم مربوط مي‌توان از اتلاف هزينه، زمان، دوباره‌كاري و آسيب‌ها جلوگيري كرده و نسبت به حفظ دانش و تجارب متخصصان سازمان با تعيين سطح امنيتي مناسب اقدام كرد.

In recent era, threats and risks are??not??only military??but rather the ??access??of competitor and foreign?? organizations to knowledge??and experience of them can also be a kind of threat and risk. With respect to??resources??of??organization,??we realize that resources are valuable for us only when they cause efficiency increase and provide us with possible investment in opportunities and confronting with??threats. The most efficient method of encountering various kinds of enemy threats, is employing the process of knowledge management in principles of passive defense whose employment will contribute to protecting vital installation,??intellectual assets and reducing threat effectiveness.??In this research,??significance and place of human resources as a main and common element of knowledge management and passive defense will be discussed, and in addition to presenting the knowledge management??utilization model in passive defense and the role of human resources??as a common and major element, authors conclude that employing knowledge management plays an effective role in the success of passive defense. Therefore; they deal with the necessity of the combination of knowledge management and passive defense with the usage of above model to establish a system to save expenses , time, duplication and prevent damages along with the protection of expertsʹ knowledge and experience of organization along with the determination of a suitable security level.
