بسط مفهومي برنامه‌ريزي توسعه فرهنگي و نقش آن در سازمان‌هاي اطلاعاتي

The conceptual development in planning of cultural growth and its role in intelligence organizations

اساساً رشد و توسعه هر كشوري به چگونگي ايجاد امنيت گره خورده است. به بياني ديگر هرگونه توسعه در ابعاد سياسي، اجتماعي، فرهنگي و اقتصادي مستلزم توسعه امنيتي مي‌باشد و چنانچه دولت‌ها بتوانند زيرساخت‌هاي مناسبي در حوزه امنيت بوجود آورند، در حوزه‌هاي ديگر نيز تصميمات بهتري اتخاذ مي‌گردد. بخش قابل توجهي از ايجاد امنيت بر عهده سازمان‌هاي اطلاعاتي است. اين سازمان‌ها به عنوان نهادهاي تاثيرگذار در حوزه‌هاي امنيتي وظيفه سنگيني بر عهده دارند و به دليل حساسيت‌هاي موجود در فرآيند اجراي ماموريت، همانند جامعه و بلكه بيشتر از آن در معرض نفوذ و رخنه فرهنگي قراردارند. حساسيت فعاليت‌هاي راهبردي در سازمان‌هاي اطلاعاتي و وجود نيروي انساني ارزشمند مي‌طلبد كه برنامه‌ريزي مناسبي در حوزه‌هاي فرهنگي براي آن به عمل آيد. هدف از پژوهش حاضر تبيين مباني نظري توسعه فرهنگي و تعميم آن به سازمان‌هاي اطلاعاتي مي‌باشد. در اين پژوهش با استفاده از مباني ديني و ديدگاه‌هاي فرهنگي امام خميني(ره)و مقام معظم رهبري(مدظله‌العالي) به ارايه تعاريف فرهنگ، الگوها و ويژگي‌هاي آن پرداخته و نقش فرهنگي دولت، مولفه‌هاي فرهنگي در سازمان‌هاي اطلاعاتي تشريح مي‌گردد، سپس چالش‌ها، آثار و نتايج برنامه‌ريزي فرهنگي مطرح و در پايان ضمن نتيجه گيري به ارايه پيشنهادهاي لازم پرداخته مي شود

Basically, the development of any country is tied to quality of establishing security. In other words, any development in the political, social, cultural and economic aspects requires to security development. If the government can create ,appropriate infrastructure in securityʹs field, therefore choose, the better decisions in other areas. A significant part of creating is in charge of intelligence agencies. These organizations as Strategic institution have important duty in security areas and for sensitive nesses in process of mission’ s enforcement , as society and maybe more than it they are against infiltration and cultural cleft. For strategic activities’ sensitiveness in Intelligence organizations and to exist valuable manpower, thus it is need proper planning in cultural areas. The aim of this study is to explain the theoretical foundations of cultural development and its extension to the intelligence agencies. In this study, using the principles of religious and cultural views of Imam Khomeini(PBUH) and the Supreme Leader has engaged in definitions of culture, patterns and their characteristics has explained governmentʹs cultural role, and components in intelligence agencies, then has raised challenges, effects and results of cultural planning and in the end has bestir to results and necessary suggestions.
