گسترش تعاملات نظامي با قدرت‌هاي بزرگ، يكي از اهداف كليدي سياست امنيتي اسراييل در سال‌هاي اخير بوده است. هدف اين مقاله بررسي روند تحول در تعاملات نظامي رژيم صهيونيستي با چين، هند و روسيه به عنوان مهم‌ترين قدرت‌هاي در حال ظهور در يك دهه اخير است. پرسش كليدي مقاله آن است كه چه عواملي، تحولات در تعاملات نظامي اسراييل با هند، چين و روسيه در دوره كنوني را شكل داده است و چه دلايلي باعث شده درجه موفقيت در مورد اين سه كشور متفاوت باشد؟ فرضيه‌اي كه در پاسخ به اين پرسش طراحي شده عبارت از اين است كه سياست خارجي اسراييل علي‌رغم تنش‌هاي گاه و بيگاه بين اين رژيم و ايالات متحده، بخصوص در بعد ديپلماسي نظامي‌اش، هنوز متاثر از اهرم‌هاي فشار امريكا به عنوان پايه‌گذار اوليه صنعت دفاعي اين رژيم و شريك تحقيق و توسعه نظامي آن و بالاخره اهداكننده ميلياردها دلار كمك نظامي به اين رژيم است. يافته‌هاي تحقيق نشان مي‌دهد كه اسراييل در پيشبرد ابعاد مختلف ديپلماسي خود، هرچند داراي درجه اي از استقلال در تصميم‌گيري است، اما در بعد ديپلماسي تسليحاتي، به دلايلي كه در مقاله تبيين مي‌شود، عملا نسبت به فشارهاي ايالات متحده حساس بوده است. به همين دليل در بين سه كشور هند و چين و روسيه، تعاملات نظامي با هند از بيشترين توفيق برخوردار بوده است، اما تعاملات نظامي اين رژيم با چين، به دليل مخالفت امريكا با نوعي بن‌بست روبرو شده است.

Expanding military relations with great powers has been one of the key goals of Israelʹs security policy during recent years. This article aims at studying developments in Israelʹs military relations with China, India and Russia as the most important rising powers in the last decade. The main question posed by this article is which factors have formed Israelʹs relations with China, India and Russia in the contemporary era and what are the reasons for varying degree of success regarding these three countries? The hypothesis formulated to answer this question is that Israelʹs foreign policy, despite occasional tensions between this country and the U.S, especially in terms of its military diplomacy, is still affected by the U.S. pressures as the initial founder of its defense industry, main partner in its military research and development and principal donor of military assistance worth billion dollars. The findings of this article show that although Israel enjoys a degree of independence in decision making in many various dimensions of its diplomacy, it has been sensitive to the U.S. pressures in the field of armament diplomacy. For this reason, among the countries of India, China and Russia, its military relations with India has been the most successful, but its military relations with China have faced a kind of dead-end due to the U.S. opposition.
