ارزيابي عملكرد كتابخانه‌هاي دانشكده‌اي دانشگاه علوم پزشكي شهر كرمان بر اساس مدل امتيازي متوازن

Performance Assessment of Faculty Libraries Affiliated with Kerman University of Medical Sciences Using Balanced Scorecard Model

مقدمه: ارزيابي عملكرد، فرآيندي است براي بررسي ميزان دستيابي به اهداف از پيش تعيين شده در سازمان و با اهداف ارزيابي كارايي، رضايت مندي مشتريان و سنجش اثربخشي سازمان صورت مي گيرد. كارت امتيازي متوازن ابزاري نوين است كه ميان اهداف استراتژيك و معيارها ارتباط برقرار نموده و شامل مجموعه اي از شاخص هاي ارزيابي عملكرد شامل عملكرد مالي، ارتباطات با مشتري، فرآيندهاي داخلي و رشد و يادگيري است. كارت امتيازي متوازن نه تنها يك روش اندازه گيري عملكرد فراگير و يكپارچه است، بلكه يك سيستم مديريتي با رويكرد جديد مديريت استراتژيك مي باشد. اين پژوهش با هدف ارزيابي عملكرد كتابخانه هاي دانشكده اي دانشگاه علوم پزشكي كرمان انجام شد. روش بررسي: پژوهش حاضر از نوع توصيفي است كه به روش مقطعي انجام شده است. محيط پژوهش كتابخانه هاي دانشكده اي دانشگاه علوم پزشكي كرمان در شهر كرمان بود. جامعه مورد مطالعه را كاركنان كتابخانه ها و دانشجويان دانشكده ها تشكيل دادند. اطلاعات مورد نياز به وسيله پرسشنامه گردآوري شد. براي تعيين روايي پرسشنامه، از روايي محتوا و پايايي پرسشنامه براساس آلفاي كرونباخ (ضريب پايايي دروني پرسشنامه 91/0) تعيين شد. براي تجزيه و تحليل داده ها از روش هاي آماري توصيفي و محاسبه ميانگين امتيازات بر مبناي 5 و انجام آزمون‌هاي كولموگروف- اسميرنوف و تي تست با استفاد از نرم افزار SPSS نسخه 20 انجام شد. يافته ها: براساس يافته هاي تحقيق، ميانگين و انحراف معيار ارزيابي عملكرد كتابخانه هاي دانشكده اي در محور منابع و زير ساخت ها 59/0± 21/3، در محور استفاده از خدمات 63/0± 61/3، در محور اثر 53/0± 45/3 و در محور توسعه و ظرفيت ها 90/0± 95/2 محاسبه شد. بر اساس يافته ها ارزيابي عملكرد براساس مدل امتيازي متوازن در حد متوسط ارزيابي گرديد. بحث و نتيجه‌گيري: مدل امتيازي متوازن ابزاري مفيد براي ارتقاي عملكرد كتابخانه هاي دانشگاهي است. اين مدل از طريق همسوسازي ميان استراتژي ها با عملكرد مي تواند تاثير زيادي بر ارتقاي عملكرد كتابخانه ها بگذارد.

Introduction: Performance assessment process is aimed to assess the degree of predetermined objectivesʹachievement of the organizations including information on performance, customer satisfaction and achievements, and organizational effectiveness. BSC model is a toolto make a connection between the strategic objectives and the criteria. It also includes a group of performance assessment indices such as financial performance, costumerrelationship, internal processes, growth, and learning. BSC is not only a comprehensive and integrated approach to performance measurement, but also a management system with a new approach to strategic management. This study aimed to asses the performance of faculty libraries affiliated with Kerman university of medical sciences usingbalanced scorecard model. Method: This study was a descriptive and analytical study which was conducted in a cross-sectional method. Faculty libraries affiliated with Kerman University of medical sciences have formed the research setting. The faculty staff as well as the faculty students comprised the study population. Questionnaires were conducted to collect data. Validity and reliability of the questionnaire was determined using content validity and Cronbachʹs alpha (reliability coefficient of thequestionnaire was 0.91), respectively. Data analysis was done using the descriptive statistics, average score calculation on the basis of five, doing the Kolmogorov - Smirnov test, and t-test using SPSS version 20 software. Results: These findings showed that the mean score and the standard deviation of performance assessment of the libraries affiliated with Kerman university of medical sciences in dimension of resources and infrastructures was 3.21±0.59, the mean score of the dimension of services was 3.61± 0.63, the mean score of effectiveness dimension was 3.45± 0.53, and the mean score of the dimension of development and capacity was 2.95±0.90. Based on the performance assessment using balanced score model, the situation of libraries affiliated with Kerman university of medical sciences was as moderate. Conclusion: Balanced Scorecard model is a useful tool to improve the performance of academic libraries. Balanced Scorecard strategic alignment model using a library function can have a large impact on librariesperformance improvement.
