Evolved Community; Risk and Soft Security

جوامع انساني در گذار اجتماعي وتاريخي خود با تغييرات و تحولاتي كه تجربه مي كنند مورد شناسايي و باز شناسي قرار مي گيرند. هرچند كه كمّ و كيف و آهنگ اين تحولات در جوامع مختلف ميزان و صورت واحدي ندارد. امر تحول اجتماعي به رغم همه ي تفاوت هايي كه دارد امري غير قابل اجتناب است. اين تحول صورتي فراگير دارد به گونه اي كه كل جامعه، در معناي تماميت اجزاي سازنده آن از حيث ساختاري، فرايندي و عامليتي آن، دستخوش تغيير مي شود. چنين وضعيتي موجب شده كه از جوامع جديد به عنوان جوامع متحول و فرّار ياد شود. تحول جوامع به خصوص زماني كه صورتي وسيع و گسترده پيدا مي كند كميت، كيفيت و ضريب امر مخاطره و امنيت را نيز مواجه با تغيير مي كند كه تحليل و تبيين آن، بخش قابل ملاحظه اي از انديشه و نوشته هاي مربوط به مخاطره و امنيت را معطوف به خود ساخته است. در اين مقاله تلاش مي-شود كه به شيوه ي استدلال نظري چرخش هاي به وجود آمده در حوزه ي مباحث مربوط به جامعه، مخاطره و امنيت را مورد بررسي قرار داده و با اختيار نمودن رويكرد برساخت گرايي با بيان فضاي مفهومي و نظري سه برساخته ي: جامعه متحول، مخاطره و امنيت نرم و نيز پيوند بين آن ها مورد بررسي قرار گيرد.

Human communities, while passing through social and historical events, are identified and recognized by changes and developments they experience. However, the quantity and quality of these developments differs from community to community. Despite all differences existing in the issue of social development, it is inevitable. This development is inclusive so that the whole society undergoes changes when it comes to the meaning of the integrity of its components in terms of structure, process and representation. Such a development creates conditions wherein modern communities are referred to as evolved and changing communities. When development in communities becomes vast, it causes changes in quantity, quality and risk coefficient. In this regard, their analysis has led to concentration on many papers and ideas pertaining to risk and security. The present article attempts to review changes in issues like community, risk and security based on using conceptual reasoning method, and reviews three issues: evolved community, risk and soft security as well as the link between them through utilizing structuralism method in conceptual and theoretical atmosphere.
