Evaluation and Analysis of Locating Refineries with Passive Defense Approach(Case Study: Bandar Abbas Refinery)

آمايش سرزمين را سازمان‌دهي مناسب فضاي حياتي كشور در قالب سياست‌هاي كلي توسعه و ضرورت‌هاي دفاعي دانسته‌اند. يكي ديگر از مفاهيم آمايش سرزمين، سازمان‌دهي مناسب فضاي كشور براي توسعه است. اِعمال ديدگاه‌هاي دفاعي در مكان‌يابي تاسيسات حياتي نظير پالايشگاه‌ها بسيار ضروري است. تا كنون در طراحي پالايشگاه‌ها به بحث ايمني تا حدودي توجه شده ولي چنين به نظر مي‌رسد كه به ملاحظات دفاعي در بحث مكان‌يابي، كمتر توجه شده است. رعايت ملاحظاتي نظير: موقعيت جغرافيايي، نوع و سطح تهديدات، منشا تهديد، و طرح‌هاي پدافندي متناسب با تهديد، مهم‌ترين اين پارامترها هستند. در مكان‌يابي تاسيسات استان‌هاي مرزي به لحاظ شرايط خاص و تفاوت‌هاي سياسي و فضايي با داخل كشور، بايد ملاحظات دفاعي به‌صورت ويژه اجرا گردد. پالايشگاه بندرعباس به‌دليل مجاورت با تهديد‌هاي بالقوه نيروهاي فرامنطقه‌اي در خليج فارس داراي وضعيت ويژه‌اي است. اين مقاله با روش توصيفي‌- تحليلي در بستر سامانه نرم‌افزاري GIS و مشاهدات ميداني، به دنبال پاسخ اين سوال است كه در مكان‌يابي پالايشگاه بندرعباس چه ملاحظات دفاعي در نظر گرفته شده است؟ ابتدا ملاحظات دفاعي در بحث مكان‌يابي، تبيين و سپس پالايشگاه بندرعباس به‌دليل اهميت بالاي آن در استان هرمزگان و منطقه خليج‌فارس مورد ارزيابي قرار گرفت كه نتيجه آن، عدم رعايت يكسري از ملاحظات دفاعي در مكان‌يابي در احداث اين پروژه حساس بوده است.

One of the implications of land use, is the proper organization of space for development. Acts of defense perspectives for locating vital installations like refineries is essential. So far,in the design of refineries safety measures is observed, And it seems that the considerations of defensive positioning is not much focused. Observaning and considering measures such as geographical location, type and level of threat, source of threat and defensive schemes tailored to the threat, are the most important parameters. Because Border provinces have particular circumstances and political differences, the spatial location within the facility must be executed with special considerations. Bandar Abbas refinery is in the vicinity of potential threat of trans-regional forces in the Persian Gulf and has a special status. In this paper we analyze the method in the context of software systems, GIS and field observations, Look for the answer in locating of the refinery of Bandar Abbas that which defensive considerations are observed? Initially a discussion about considerations of defensive positioning, and then explaining the importance of its refinery in Bandar Abbas in Hormozgan Province and the Persian Gulf region is evaluated , Resulting in non-compliance with a series of defensive considerations in site selection of this critical this project.
