بررسي و ارزيابي كاربري اراضي شهري از منظر عدالت اجتماعي (مورد مطالعه: كاشان)

The Evaluation and Revising of Urban land use from the Point of View of Social Justice (Case Study: Kashan)

در برنامه‌ريزي كاربري اراضي شهري، عدالت در توزيع و پراكنش فضايي كاربري‌ها يكي از مولفه‌هاي اساسي در توسعه پايدار شهري محسوب مي‌شود. گسترش كالبدي كاشان در دهه اخير و افزايش جمعيت آن باعث عدم تعادل در كاربري اراضي در نواحي مختلف آن شده و توسعه پايدار شهري را به خطر انداخته است. بنابراين، با توجه به اينكه كاربري‌ها و خدمات شهري با پاسخگويي به نياز جمعيتي و افزايش منفعت عمومي نقشي و جايگاهي مهم در برقراري عدالت اجتماعي و فضايي دارند، هدف پژوهش شناخت و ارزيابي كاربري‌هاي شهري از منظر عدالت اجتماعي به منظور دستيابي به معيار‌هاي متناسب و اصول برنامه‌ريزي توسعه پايدار شهري است. نوع پژوهش از نظر هدف كاربردي و از نظر روش توصيفي - تحليلي است كه با درنظرگرفتن دو شاخص‌ مهم و موثر در كاربري اراضي (شامل ظرفيت و عدالت اجتماعي) و به‌كارگيري نرم‌افزار GIS، در چارچوب مدل‌هاي شاخص آنتروپي و ميانگين نزديك‌ترين همسايه و سرانه مطلوب، كاربري‌هاي شهري در سطح كاشان را بررسي و ارزيابي كمي و كيفي مي‌كند. نتايج پژوهش نشان مي‌دهد كاربري‌ها پراكنش فضايي مناسبي ندارند و تحليل كاربري‌ها با شاخص‌هاي ظرفيت و عدالت اجتماعي حاكي از آشفتگي كمي و كيفي در كاربري‌هاي نواحي ده‌گانه كاشان است.

The appropriate locate of uses and the justice of in spatial distribution is very significant in planning the urban land use. The high increase in physical and population development of city, the shortage of services uses and lack of equity to allocate the sorts of land uses in various areas in Kashan, cause the confusion in urban land use and endanger the city sustainable development. However, recognizing and revising each one of the city uses to achieve the appropriate criteria and the principles of planning in city sustainable development are the most important activities in this field. The method to the research is descriptive -analytic, which has engaged in assessing and evaluating the quality and quantity of urban uses in Kashan, by considering two significant and effective standards in land use (including capacity and social justice) and putting GIS software into operation in the framework of entropy standard model and the average of nearest neighbor and per capita standard. The results of the research indicate that uses do not have appropriate Spatial and locative distribution, so that analyzing them with the capacity indexes and social justice indicates the quality and quantity commotion in uses of tenfold area in Kashan.
