مطالعه تطبيقي مقررات و سياست‌هاي حمل‌ونقل بار درون‌شهري در جهان و ايران

A Comparative Study of Existing Policies and Regulations on Urban Freight Transport in Cities of Iran and the Developed Countries

تاثير مستقيم حمل‌‌و‌نقل كالا در شهرها بر برنامه‌ريزي‌هاي كلان‌شهري، توسعه اقتصادي و اجتماعي، مسايل زيست‌محيطي، ايمني و هم‌چنين تراكم ترافيك معابر درون‌شهري به‌ويژه در كلان‌شهرها و مراكز اقتصادي و بازرگاني برنامه‌ريزي حمل‌ونقل كالا در سطوح مختلف را ضروري كرده است. از اين‌رو در دهه اخير، تدوين و پياده‌سازي مقررات و سياست‌هاي اجرايي مناسب و كارآمد در دستور كار بسياري از شهرها در كشورهاي توسعه‌يافته قرار گرفته است. در مقاله تطبيقي حاضر، راهبردهاي رايج براي بالابردن كارآيي حمل‌و‌نقل بار درون‌شهري در شهرهاي مختلف جهان نظير بارسلون، لندن، برلين، پاريس، ميلان و ساير شهرهاي اروپايي و آمريكايي با تاكيد بر موضوعاتي نظير ايجاد محدوديت‌هاي زماني و مكاني آمدوشد، محدوديت اوزان و ابعاد ناوگان، محدوديت‌هاي زيست‌محيطي و مجوزهاي ويژه مورد بررسي قرار گرفته است. موضوعات به تفكيك عنوان سياست، زمان و مكان اجرا، جامعه هدف و علت تصويب ارايه شده و در نهايت نتايج مثبت حاصل از اين اقدامات بيان شده است. در انتها مقررات و سياست‌هاي اعمال‌شده در حوزه حمل‌ونقل بار درون‌شهري در شهر مشهد، دومين كلان‌شهر ايران، بررسي و با نگاهي به سابقه شهرهاي جهان در مديريت حمل‌ونقل بار درون‌شهري، راه‌كارهاي قابل اجرا براي اين شهر پيشنهاد شده است.

Movement of goods is quite impressive to major urban planning, economic development, environmental issues, traffic safety and congestion in intercity roads, especially in big cities and economic centers of commerce. Therefore, in recent years, the development (compilation) and implementation of appropriate action plans and efficient policy and regulations has been necessary for the subject of efficient movement of goods in urban transportation planning in various countries. The related literature indicate that in those cities for which freight transport is important, with traffic restrictions, special traffic rules for traffic direction, time, type, weight and size of the cargo, different licenses for municipal cargo fleet have been established. In this study, it is aimed along with a general familiarity with the current laws and regulations of freight (cargo) in cities around the world and expressing different aspects of them, different cases in Iran, especially in the city of Mashhad, as the first city which has the management organization in urban freight, has been studied. At the end, executive programs (action plans) for urban freight domains are suggested.
