The Lessons of the 16 Seasonal Evaluation of Business Environment in Iran During the Autumn of 1389 to the Summer of 1393

مقاله حاضر، نتايج 16دوره پيمايش فصلي با ابزار پرسشنامه است كه از پاييز 1389 تا تابستان 1393، به‌طور مستمر با مشاركت حدود 900 تشكل اقتصادي سراسر كشور اجرا شده است. در اين مطالعه از تشكل‌هاي اقتصادي خواسته مي‌شد ارزيابي خود را از مولفه‌هاي محيط كسب وكار در ايران، ارايه كنند. نتايج اين مطالعه نشان مي‌دهد مشكل اصلي اداره بنگاه‌ها در ايران از نظر تشكل‌هاي اقتصادي، مسايل زير‌ساختي نظير راه و برق نيست، بلكه مسايل نهادي و نرم‌افزاري است نظير تامين مالي توليد و نيز تضمين‌هاي حقوق مالكيت. تشكل‌هاي اقتصادي سراسر كشور كه در اين مجموعه پيمايش‌ها مشاركت كرده‌اند، مجموعاً محيط كسب‌وكار ايران را در دوره مورد بررسي بدتر از متوسط (04/6 از 10) ارزيابي كرده‌اند. ارزيابي تشكل‌هاي بخش صنعت و معدن بدتر از متوسط (15/6) و ارزيابي تشكل‌هاي بخش كشاورزي نسبتاً بهتر از متوسط (95/5) بوده است. در اين شانزده دوره پيمايش فصلي مجموعاً، بدترين ارزيابي را تشكل‌هاي اقتصادي استان‌ همدان و بهترين ارزيابي را تشكل‌هاي اقتصادي استان‌ گيلان ارايه كرده‌اند.

The results of 16 seasonally surveys about business environment in Iran shows that economic organizations nationwide have evaluated the 22 factors of the business environment in the studied period, worse than the middle (5.5 of 10) is 6.04. In the meantime, economic organizations, industry and mining sector are performing worse than other organizations (6.15) and economic organizations in the agricultural sector are relatively better than other organizations (5.95) when evaluating the components of business environment. The quarterly survey of financial institutions across the country sought to evaluate the factors affecting the businesses in which almost run out of control firms, managers are present. The results of these 16 surveys show that the main problem of Iranian producers, other issues such as roads and electricity infrastructure, but also institutional issues and software development, such as the inefficiency of the banking system in financing the plans and the lack of guarantees of property rights.
