پويايي‌هاي امنيتي روابط روسيه و تركيه (2015-2001)

مقاله حاضر با توجه به محدوديت‌هاي نظري و عملي نظريه وابستگي متقابل در تبيين روابط روسيه و تركيه با بهره‌گيري از مفروضه‌هاي نظريه واقع‌گرايي همكاري و تعارض به دنبال تحليل و تبيين پويش‌هاي حاكم بر روابط دو كشور در سال‌هاي 2001 تا 2015 است. با عنايت به روند همگرايي گسترده سياسي و اقتصادي دو كشور بين سال‌هاي 2001 -2010 و همچنين روند واگرايي سياسي و امنيتي آنها بعد از تحول در محيط استراتژيك مشترك منطقه‌اي (2011)، سيوال اصلي مقاله بدين‌گونه قابل طرح است كه با توجه به محدوديت‌هاي نظريه وابستگي متقابل، الگوهاي همكاري و تعارض در روابط روسيه و تركيه براساس چه متغيرهايي قابل تبيين است؟ يافته‌هاي مقاله نشان مي‌دهد كه نقش تجارت و به‌ويژه انرژي در تقويت فضاي مثبت همكاري بين روسيه و تركيه به شدت مشروط به يك محيط مثبت امنيتي گسترده بوده و اولويت‌هاي امنيتي، الگوهاي همكاري و تعارض روابط بين دو كشور را تعيين مي‌كند. با وجود اينكه وابستگي متقابل اقتصادي همكاري سياسي را تسهيل مي‌نمايد، همگرايي منافع امنيتي حاصل از تغييرات خارجي، متغير و محرك اصلي در گسترش همكاري روسيه و تركيه در سال‌هاي 2001 تا 2010 بوده است. ازاين‌رو، مشروط بودن همكاري روسيه و تركيه به همگرايي منافع امنيتي در منطقه خاورميانه، قفقاز و درياي سياه، و عدم توازي منافع امنيتي دو كشور در محيط استراتژيك ايجاد شده بعد از تحولات انقلابي در خاورميانه، موجب واگرايي سياسي و تعارض در روابط دو كشور بعد از سال 2011 شده است.

This article tries to explain relations between Turkey and Russia. Given the theoretical and practical limitations of interdependence theory, the author seeks to analyze and explain the dominant dynamics of these relations by using assumptions made by the theory of realism regarding cooperation and conflict during the period between 2001 to 2015. Considering political and economic convergence of the two countries between the years 201-2010 as well as their political and security divergence following changes in the regional common strategic environment (2011), the main question is that given the limitations inherent in the interdependence theory, which variables are involved in explaining cooperation and conflict patterns in relations between Turkey and Russian? The findings of research show that the role of trade and especially energy in bolstering cooperation between Turkey and Russian is heavily dependent on a positive security atmosphere and security issues determine cooperation and conflict patterns between the two countries. Although economic interdependence facilitates political cooperation, convergent security interests resulting from external changes has been the main driving force in expanding cooperation between Russia and Turkey between the year 2001-2010. Therefore, cooperation between Turkey and Russia is conditioned by convergence in security interests in the Middle East, the Caucasus and Black Sea, while divergence between in the strategic environment created following revolutionary developments in the Middle East has held to conflict between them after 2010.
