عوامل بهبود مديريت توسعه روستايي از ديدگاه مردم محلي: مطالعه موردي شهرستان مشگين‌شهر

Factors of Improved Rural Development Management from Viewpoint of Local Community: A Case Study of Meshginshahr County, Iran

در پژوهش حاضر، نخست، عوامل بهبود مديريت توسعه روستايي شهرستان مشگين شهر از ديدگاه نخبگان محلي با استفاده از مصاحبه نيمه ساختاريافته شناسايي شد؛ بدين منظور، با 35 نفر از ساكنان منطقه با تحصيلات دانشگاهي حداقل كارداني مصاحبه‌هاي جداگانه به عمل آمد؛ سپس، براي شناخت و تحليل ديدگاه اجتماعات روستايي و ميزان توافق نظري آنها با نتايج مرحله نخست، 41 علت شناسايي شده مبناي طراحي پرسشنامه به روش ليكرت قرار گرفت. جامعه آماري پژوهش شامل كل روستاييان ساكن در مناطق روستايي شهرستان مشگين‌شهر در سال 1393 بود (90359=N) كه از آن ميان، تعداد 197 نفر با استفاده از رابطه كوكران به عنوان نمونه آماري انتخاب شدند. براي تحليل داده‌ها، از مدل تحليل عاملي استفاده شد؛ نتايج اين مدل نشان داد كه مهم‌ترين عوامل بهبود مديريت توسعه روستايي از ديدگاه مردم محلي شامل شش مولفه (تقويت ظرفيت‌هاي شناختي، تقويت نظارت و استقلال عمل مردم محلي، تسهيل دسترسي به منابع و ارتقاي شاخص‌هاي اقتصادي، بومي‌گرايي توسعه، اعتماد‌سازي و رضايت مندي شغلي، و حكمروايي مطلوب) بوده، كه مقدار واريانس و واريانس تجمعي تبيين شده از طريق اين شش عامل 93/89 است. در نهايت، بر اساس نتايج تحقيق، پيشنهادهاي كاربردي نيز ارايه شد.

This study aimed at investigating the factors of improved rural development management from viewpoint of local community in Meshginshahr county of Iran. At the first stage, the factors affecting the success of rural management in this county were identified through separate semi-structured interviews with 35 residents of the studied region who were graduates in associate degrees, at the second stage, for recognizing and analyzing the viewpoints of rural communities and their consensus with the results of the first stage, 41 identified reasons were set as the basis of designing a questionnaire in Likert method. The statistical society included all the rural people residing in the rural regions of Meshginshahr county (N=90359), Out of which 197 people were selected as a sample size by Cochran formula; and then, the study questionnaires were distributed among them in a proportional assignment and simple random method. The content and face validity of the instrument was specified after several times reviews and corrections by the faculty members and several expertise of administrative offices. The factor analysis model was used for analyzing the data. Finally, study results showed that the most important factors affecting the success of rural management in the studied area included six components which explained %89.93 of the variance. Finally, based on the results, some applied recommendations were also presented.
