ارزيابي ساختار شهري در راستاي برنامه ريزي پدافند غير عامل با استفاده از روش SWOT (مطالعه موردي: شهر بناب)

The evaluation of structure of Bonab city deploying SWOT Technique in line with passive defense factors planning

كشور ايران به دليل شرايط ژيوپلتيكي در فرآيند تاريخي خود همواره در معرض انواع مخاطرات انساني(جنگ) و طبيعي بوده و بدين سان تلفات و خسارت هاي زيادي را شاهد بوده است. پدافند غير عامل و ضرورت توجه به آن در نظام شهرسازي و فرآيند توسعه شهرهاي امروزين كشور با توجه به وجود انواع تهديدات امري ضروري مي نمايد. منظور اصلي پژوهش حاضر ارزيابي ساختار شهر بناب جهت برنامه-ريزي پدافند غيرعامل مي باشد. نوع تحقيق بر اساس ماهيت توصيفي-تحليلي وبر اساس هدف كاربردي است. براي حصول به هدف ازتكنيك سوات(SWOT) استفاده گرديد. براي شناسايي عوامل دروني و بيروني از مطالعات اسنادي و مطالعات ميداني ازطريق تكنيك دلفي وطيف ليكرت استفاده شد. يافته هاي پژوهش نشان دادكه امتيازنهايي ماتريس داخلي برابر(3.151)وامتيازنهايي ماتريس خارجي(2.365) مي-باشد، بدين ترتيب نقاط قوت فراروي ساختارهاي مختلف شهر بناب به منظور توسعه پدافند غيرعامل در اين شهر بر نقاط ضعف غلبه دارد و از سويي تهديدات بيروني مترتب بر ساختارهاي مختلف اين شهر بر فرصت هاي فراروي توسعه پدافند غيرعامل داراي برتري است. درنهايت راهبردهاي تهاجمي(ST) جهت توسعه پدافند غير عامل در شهر بناب انتخاب و ارايه گرديد.

Due to the geopolitical conditions, Iran has always been exposed to different dangers (war) posed by human beings and nature in its historical development, and as a result, has suffered lots of losses and casualties. Therefore, it seems necessity to consider passive defense factor in the city system and the process of the development of modern cities due to the existence of various dangers. The purpose of the present study is to evaluate the structure of Bonab city for planning passive defense factor. The type of research is analytical-descriptive and applied. To achieve the purpose of study, SWOT technique was deployed. In order to identify the internal and external factors, field studies using Likert scale and the Delphi technique were considered. The results revealed that the final score of internal Matrix were 3.151 and 2.365 for internal and external matrixes, respectively. Therefore, the strength points facing the different structures of Bonab city in order to plan the passive defense factor outweigh the weakness points. In addition, the external threats related to different structure of the city outweigh the opportunities for developing passive defense factor. Ultimately, the offensive strategies were proposed for planning the passive defense factor in Bonab city.
