طراحي مدل ساختاري- تفسيري عوامل انتقال فناوري موفقيت‌آميز در راستاي رسيدن به توسعه پايدار

An Interpretative Structural Model for the Factors of Successful Technology Transfer in order to Achieve Sustainable Development

انتقال فناوري از كشورهاي توسعه ‌يافته به اقتصادهاي نوظهور، يكي از راه‌هاي اصلي پيشروي به‌ سوي توسعه پايدار است، بنابراين منطقي است اين كشورها كه ظرفيت سرمايه‌گذاري محدودتري دارند، جهت پيشرفت زيرساخت‌هاي فناوري خود، عوامل انتقال فناوري موفقيت‌آميز در رسيدن به توسعه پايدار را شناخته و با كمترين هزينه ممكن تلاش كنند. در اين تحقيق پس از مطالعه ادبيات مرتبط با انتقال فناوري و همچنين مصاحبه با خبرگان در زمينه انتقال فناوري و توسعه پايدار، 12 عامل انتقال موفقيت‌آميز فناوري شناسايي شد كه درراه رسيدن به توسعه پايدارموثر هستند. همچنين در مصاحبه ديگري با خبرگان، رابطه و ترتيب اهميت 12 عامل شناسايي‌شده براساس رويكرد مدلسازي ساختاري تفسيري (ISM) مشخص شدند. نتايج پژوهش نشان‌دهنده اين است كه عوامل زير ساختار مناسب، مشاركت دولت و سيستم سياسي كشور دريافت‌كننده فناوري، به‌عنوان زيربناي انتقال فناوري شناخته مي‌شوند و كشورهاي در حال ‌توسعه در راستاي دستيابي به توسعه پايدار لازم است در فرايند انتقال فناوري به اين عوامل توجه ويژه‌اي داشته باشند.

Transferring technology from developed countries to emerging economies is one of the main roads leading to the sustainable development; therefore, it is logical that these countries, which have limited investment capacity, in order to develop their own infrastructures, should identify successful technology transfer factors to achieve sustainable development and work with the least feasible cost. In this study, after studying related literature to technology transfer as well as interviews with experts in the field of technology transfer and sustainable development, 12 successful technology transfer factors effective in achieving sustainable development were identified. Moreover, in another interview with experts, the relationship and the importance of identified factors in the interpretive structural modeling (ISM) were recognized. The results illustrated that elements of proper infrastructures, government participation and political system of the country receiving the technology are known as technology transfer infrastructures, and it is necessary for the developing countries that, in the process of technology transfer, pay due attention to these factors, specially to achieve sustainable development.
