تحليل و سطح بندي توسعه در مناطق روستايي شهرستان دشتي با تاكيد بر رويكرد فازي

Analysis and Categorization of Development Levels in Rural Areas of Dashti County of Iran with Emphasis on Fuzzy Approach

بررسي حاضر در قالب يك پژوهش بنيادي با هدف تبيين وضعيت توسعه در مناطق روستايي شهرستان دشتي به انجام رسيد. روش تحقيق توصيفي- تحليلي بوده، گردآوري داده ها به شيوه كتابخانه اي با بهره گيري از آمارنامه سال 1390 استان بوشهر صورت گرفت كه طي آن، 59 شاخص در ابعاد مختلف استخراج شد و سطح بندي ميزان توسعه يافتگي دهستان هاي شهرستان دشتي به شيوه كمّي با استفاده از روش تاپسيس فازي و بهره گيري از نرم افزار SPSS انجام شد. يافته هاي پژوهش، با ترسيم سيمايي نامتعادل از توسعه مناطق روستايي، از وجود يك شكاف منطقه اي عميق در شهرستان دشتي حكايت داشت، به گونه اي كه روند توزيع و دسترسي به منابع در هفت دهستان شهرستان دشتي گوياي آن بود كه دهستان هاي خورموج و كبگان، به‏ترتيب، داراي بيشترين ميزان توسعه بودند و دهستان هاي شنبه، چغابور و مركزي نيز در جرگه مناطق روستايي محروم قرار داشتند؛ همچنين، توسعه دهستان هاي طسوج با 379/0 و كاكي با 359/0 در سطح متوسط بود. نتايج نشان داد كه توسعه متوازن مناطق روستايي در شهرستان دشتي مستلزم بازنگري در تخصيص منابع و امكانات، توزيع برابر فرصت ها و ارتقاي كيفي خدمات در مناطق دورافتاده با هدف آمايش سرزمين است.

This fundamental research aimed at explaining the status of development in rural areas of Dashti county in Bushehr province of Iran. It was a descriptive-analytical research and the data gathering was conducted in a documentary method according to the data statistics of 2011 for Bushehr province from which 59 indexes in different dimensions were extracted; and the level of development for each sub-district of the county was categorized in quantitative methods, using Fuzzy Topsis and SPSS. In addition to outlining the unbalanced aspect of the development in these rural areas, the study findings indicated a deep regional split in the Dashti county, so that the process of distribution of and access to resources in seven sub-districts of Dashti county indicated that the sub-districts of Khormoj and Kebgan had the highest rates of development and Shanbeh, Choghabour and Central sub-districts were among the most deprived rural areas. The evidence also indicated that the sub-districts of Tesouj with 0.379 and Kaki with 0.359 rates were at the mean level of rural development. As shown by the study results, the balanced development of rural areas in the Dashti county requires revision in the allocation of resources and facilities, equitable distribution of opportunities and enhanced quality of services in remote areas through land use planning.
