واكاوي مفاهيم اخلاقيِ آزادي، مسوليت و نوع‌دوستي در مكتب رفاه اجتماعي

Investigation of the Moral Concepts of Liberty, Responsibility and Altruism in School of Social Welfare

اين پژوهش به دنبال بررسي و تحليلِ سه مفهوم اخلاقيِ آزادي، مسوليّت و نوع‌دوستي در نظريه رفاه است و مي‌كوشد با بهره‌گيري از روش مطالعه تحليلي-اسنادي، ضمن طرح ديدگاه‌هاي انديشمندان حوزه رفاه، به برخي از انتقادات و سوالات در اين باره نيز پاسخ گويد. نتايج به‌دست‌آمده در پژوهش حاضر بدين قرار است: الف) نظريه‌هاي رفاه در مبحث آزادي با بيان اينكه آزاديِ بازار باعث افزايش فقر، نابرابري و افول اخلاقي خواهد شد و با تاكيد ويژه بر مقوله برابري، دولت‌ها و نظام‌هاي رفاهي را مجاز مي‌شمارند از طريق وضع مقررات و سياست‌هاي كنترلي به محدودكردن آزاديِ بازار دست بزنند؛ ب) در مبحث مسوليّت، انديشمندان رفاه معتقدند كه به‌سبب ناامني‌هاي اقتصادي، اجتماعي، اخلاقي و... ناشي از بازار، افراد بايد فقط مسوليّت بخشي از رفاه خود را بر عهده داشته باشند و دولت‌ها نيز بايد در اين خصوص اقدام نموده و براي تحقق حقوق اجتماعي افراد بكوشند؛ ج) انديشمندان حوزه رفاه، نوع‌دوستي را به‌عنوان فضيلتي اخلاقي مي‌پذيرند؛ ليكن به رفتار متعهدانه و عمل متقابل، بر اساس حقوق و تكاليف تاكيد مي‌ورزند؛ د) به نظر مي‌رسد نظريه متفكران رفاه با اخلاق اعتدالي هم‌خواني داشته باشد.

This study seeks to investigate and analyze three moral concepts of liberty, responsibility and altruism based on the school of welfare and tries to respond to the questions and criticisms arisen in this field using the analytic-document method and referring to the viewpoints of the experts in the major of welfare. The following points are the consequences of the study: A) The welfare theories with regard to the notion of liberty, pointing out that free market would increase poverty, inequality, and moral decline and with emphasis on the issue of inequity, permit the governments and other welfare organizations to impose limits to the market through making rules and applying control policies. B) Regarding the notion of responsibility, the experts in the field of welfare believe that due to the economic, social, moral and … insecurity caused by the market, the individuals should be responsible for only a part of their welfare and the other part should be handled by the governments. C) The welfare experts consider altruism a moral virtue, but would emphasize the responsible behaviors and reciprocity, based on rights and obligations. D) It seems that the theories held by the welfare experts are similar to moderate ethics.
