Compilation and presentation of an integrated model of social capital and its consequences

زمينه وهدف: عوامل و عناصر متعددي در شكل‌گيري سرمايه اجتماعي موثرند كه شناسايي و واپايش آنها مستلزم اتخاذ رويكردي نظام‌مند است. لذا در اين مطالعه پس از توصيف و تبيين مباني نظري و عوامل موثر بر شكل‌گيري سرمايه اجتماعي و پيامدهاي آن، تلاش شد با رويكردي نظام‌مند و از منظري تعاملي، ابعاد، عوامل و شاخص‌هاي تشكيل‌دهنده سرمايه اجتماعي و پيامدهاي آن در قالب چارچوبي مفهومي ارايه شود. روش: به منظور ارايه الگويي يكپارچه از سرمايه اجتماعي، تعداد قابل توجهي از مطالعات انجام شده در زمينه سرمايه اجتماعي و پيامدهاي آن مرور گرديد. بحث و نتيجه‌‌گيري‌: سرمايه اجتماعي داراي سه بُعد كلي هنجار، شبكه و اعتماد اجتماعي است كه هر كدام نيز داراي چندين عامل و شاخص زيرمجموعه خود مي‌باشند، به نحوي كه در تعامل نظام‌مند با يكديگر چارچوبي را تشكيل مي‌دهند كه ضمن اثرگذاري بر كيفيت سرمايه اجتماعي، متاثر از كيفيت كلّي سرمايه اجتماعي موجود در نظام‌هاي اجتماعي نيز مي‌باشند. به علاوه در اين مقاله بيان شد كه چون نظام‌هاي اجتماعي در تعامل با محيط مي‌باشند، تحت تاثير عوامل و شرايط محيط زمينه‌اي و تعاملي خود نيز مي‌باشند كه توجه به آنها نيز در بهبود كيفيت سرمايه اجتماعي حايز اهميت است. در نهايت نيز دو الگوي انگاره‌اي از ابعاد، عوامل، شاخص‌هاي سرمايه اجتماعي و پيامدهاي آن ارايه شد. الگوي ارايه شده امكان درك جامع‌تر موضوع و طرح و اقدام براي مديريت توسعه سرمايه اجتماعي را فراهم مي‌آورد و از اين حيث مي‌‌تواند براي توسعه سرمايه اجتماعي نيروي انتظامي به عنوان يكي از مباني اساسي اقتدار و موفقيت آن نيرو مورد استفاده قرار‌گيرد.

Context and objective: Various elements and factors are effective on the formation of social capital, the identification and control thereof requires adopting a systemic approach, Thus, in this study after describing and expressing the theoretical fundamentals and factors affecting the formation of social capital and its consequences, the aspects, factors and indices forming the social capital and its consequences as a conceptual framework by a systemic and interactive approach. 464 10 ? Police Management Researchs Quarterly, V7, Number 3, Autumn 1391 (2012) ? چكيدها نگليسي Procedure: In order to present an integrated model of social capital, considerable number of studies applied in the context of social capital and its consequences were reviewed. Discussion and conclusion: Social capital has three general aspects including social norm, network and trust, each one includes several agents and their subset indices so that form a framework in systemic interaction with each other. These agents affect the quality of social capital but influenced by the general quality of social capital existing in the social systems. Moreover, the social systems are interacted with the environment, therefore are affected by their contextual and interactive environment’s factors and conditions and paying attention thereto is significant in the improvement of social capital improvement. Ultimately, two conceptual models of aspects, factors and indices of social capital and its consequences were presented. According to the presented model, the subject and schema are understood more integrated and requirements are provided for social capital development management, therefore it may be used as one of substantial basis for Police Force power and success in order to develop its social capital.
