تهديد غرب، برداشت روسيه و بحران اوكراين

 Western Threats, Russia’s Perception and the Ukraine Crisis

در شرايطي كه نزديك به سه سال از آغاز بحران اوكراين و سرنگوني دولت طرفدار مسكو در كي‌يف مي‌گذرد، طرح ديدگاه‌هاي متفاوت در خصوص رفتار روسيه در قبال بحران اوكراين همچنان ادامه دارد. غالب نظرات ارايه شده، مواضع مسكو را متاثر از رويكرد تهاجمي و نوامپرياليستي روسيه در دوره زمامداري ولاديمير پوتين مي‌دانند. مقاله حاضر در پاسخ به چرايي رفتار روسيه، تيوري موازنه تهديد استفن والت را به خدمت گرفته و اين فرضيه را به آزمون خواهد گذاشت كه برداشت مسكو از تهديدات سياسي - امنيتي غرب در محيط امنيتي خود، مهمترين عامل در شكل‌گيري رفتار اين كشور در قبال تحولات اوكراين است. در جهت تبيين موضوع، ضمن بررسي كلي تحولات اوكراين، به مناسبات روسيه و غرب، تلاش غرب به‌ويژه امريكا براي نفوذ در حوزه مشترك‌المنافع پرداخته خواهد شد. همچنين، تلاش خواهد شد تا برداشت روسيه از تهديد غرب، با مروري بر گرايشات فكري و اظهارات مقامات روسي و همچنين مفاد اسناد سياسي - امنيتي بالادستي تشريح شود.

Nearly three years after the beginning of Ukraine crisis and collapse of the Moscow-friendly regime in Kiev, different viewpoints about Russia’s behavior with respect to this crisis continue to be expressed. The bulk of these viewpoints attribute Moscow’s positions to the offensive and neo-imperial Russian foreign policy approach during Vladimir Putin’s tenures. To explain Russian behavior, the authors, on their part, have applied the balance of threat theory of Stephen Walt and put this hypothesis to the test: Moscow’s perception of the western political and security threats within Russia’s security environment is the most important factor that determines its behavior vis-à-vis Ukrainian developments. To explain the issue, the Ukraine crisis is reviewed and the Russia-West relations as well as the latter’s efforts to influence the commonwealth of Independent States developments are studied. Russia’s perception of the West’s threats is addressed through review of first the Russian officials’ remarks and second the political and security grand policies of Moscow.
