Canadian Foreign Policy: between Expansion and Contraction

از اوايل قرن بيست و يكم به ويژه از زمان روي كار آمدن محافظه‌كاران، تغييرات و چرخش‌هاي اساسي در رويكردهاي سياسي و بين‌المللي كانادا به وجود آمد كه دلالت بر گسست از سنت‌هاي اعتدال و چندجانبه‌گرايي و پيوست با رويه‌هاي افراطي، يكجانبه‌گرايي و تقويت نظامي‌گري در سياست خارجي اين كشور دارد. از اين‌رو مي‌توان از نوعي قبض و بسط در سياست خارجي كانادا سخن گفت كه تحت‌تاثير سياست داخلي در برهه‌هاي زماني مختلف، موجب كشاكش ميان گرايش به واقع‌گرايي و محافظه‌كاري از يك‌سو و گرايش به آرمان‌گرايي و ليبراليسم از سوي ديگر شده است. اين مقاله درصدد واكاوي ريشه‌هاي سياسي و تبيين نمودهاي قبض و بسط در سياست خارجي كانادا است. بدين منظور ابتدا به تبيين و تحليل مباني سياسي و راهبردي سياست خارجي كانادا مي‌پردازد و با ارزيابي كارشناسانه‌اي از عوامل تعيين‌كننده در شكل‌گيري و روند تحول تاريخي سياست خارجي كانادا، نقاط عطفي كه نمايانگر تناوب قبض و بسط در سياست خارجي كانادا بوده است را شناسايي و تحليل مي‌نمايد. سپس با تبيين سنت چندجانبه‌گرايي در تقابل با گرايش محافظه‌كاري در سياست خارجي كانادا چنين نتيجه مي‌گيرد كه اين كشور در حال انتقال از يك دوره انقباض و اقتدارگرايي متصلب و عمل‌گرايي تندروانه به دوران انبساط و بازسازي سنت چندجانبه‌گرايي است، هرچند كه در مسير اين انتقال با چالش‌هاي سخت داخلي و خارجي مواجه است.

From the early years of the new century particularly after the rise of the conservatives, Canada’s foreign policy has been subject to radical changes and U-turns in its approach towards the outer world. Such changes have taken place in form of departure form moderate and multilateral traditions towards more extreme, unilateral and militarist foreign policy. Hence, it is sensible to talk about a tension in Canadian foreign policy between realism and conservatives on one side and liberalism and utopianism on the other. This has occurred mainly in response to the domestic policy shifts. The author studies the political roots of such a shift and elaborates on the manifestations of the two extremes in Canadian foreign policy i.e. realism and utopianism, expressed here in such terms as contraction and expansion. To do so, first the basics of Canadian foreign and strategic policy is reviewed and then the turning points in Canada’s foreign policy are studies in light of the factors that direct historical transformations. At the end and after explaining the multilateral tradition vis-à-vis conservatism in Canada’s foreign policy, the author concludes that despite all the domestic and external challenges, the country is in a transition from an expansionist, authoritarian and radical pragmatism in foreign policy towards a reconstruction of multilateralism tradition.
