امكان كاربرد الگوي تنش‌زدايي امريكا: چين در روابط ايران و امريكا

Testing the Applicability of the US-China Detente Model to Iran-US Relations

در پي رخداد اشغال سفارت امريكا در تهران، روابط رسمي و ديپلماتيك ميان ايران و امريكا قطع شد. اگرچه در طول اين سال‌ها تلاش‌هايي براي نزديكي دو كشور صورت گرفته، اما همچنان قطعي روابط پابرجاست. در اين ميان برخي تحليل‌گران معتقدند الگوي تنش‌زدايي امريكا - چين كه در دهه هفتاد ميلادي توانست به بيش از بيست سال قطعي روابط ميان اين دو كشور پايان دهد، در مورد رابطه ايران و امريكا نيز قابل اجرا است. وجود برخي شباهت‌ها ميان ايران و چين (همچون انقلابي بودن دو كشور، استقلال‌طلبي در سياست خارجي و...) از يك‌سو و روابط اين دو با امريكا (همچون قطع رابطه با وقوع انقلاب، رويارويي مستقيم نظامي با امريكا و...) از سوي ديگر، اين گزاره را تقويت مي‌كند. اين پژوهش اين امكان را با اين پرسش مورد بررسي قرارداده است: آيا مي‌توان با استفاده از الگوي تنش‌زدايي امريكا - چين در دهه هفتاد ميلادي، به احياي روابط ايران - امريكا اقدام كرد؟ در پاسخ با بررسي موضوع دريافتيم وجود برخي تفاوت‌ها در سطح سيستميك همچون ماهيت متفاوت نظام بين‌الملل در دهه 70 ميلادي و پس از جنگ سرد از يك‌سو و برخي تفاوت‌ها در سطح داخلي و فردي همچون سطح قدرت متفاوت چين و ايران، شرايط داخلي متفاوت دو كشور، تصورات و برداشت‌هاي متفاوت رهبران دو كشور نسبت به امريكا و... از سوي ديگر، امكان كاربرد الگوي تنش‌زدايي امريكا - چين در روابط ايران و امريكا وجود ندارد.

Following the takeover of the US embassy in Tehran, official and diplomatic relations between Iran and the United States were severed. Although efforts have been made to improve Iran-US relations in the years following the event, rupture still exists between the two countries. Despite that, some believe that the detente model between the United States and China, which successfully ended twenty-years of rupture in relations in the 1970s, is applicable to Iran-US relations. Similarities between Iran and China (such as the revolutionary nature of the two political systems, seeking independence in foreign policy, etc.), on the one hand, and the way they cut relations with the United States and even approached military confrontation on the other hand, support the idea of applicability of the China – U.S. détente model to Iran – U.S. conflict. This study, accordingly, seeks to examine the issue by answering the following question: Is it possible to revive Iran-US relations using the US-China Detente Model? At the end, it was found that due to some differences between Iran and China of the 1970s, the different type of relations these two countries maintained with the United States as well as the dissimilar conditions of the current international system with that of the 1970s, China-US detente model is not applicable to Iran-US relations. The approach of this study is descriptive-analytical, the method is comparative and archival resources are used to collect data.
