تحليل وضعيت شهر اشنويه به لحاظ شاخص‌هاي راهبرد توسعه شهري (CDS)

Analysis the Status of Oshnaviyeh City Based on City Development Strategy Indicators(CDS)

هدف اصلي اين پژوهش بررسي وضعيت شاخص‌هاي راهبرد توسعه شهري (حكمروايي خوب، بانكي بودن، قابل زيست بودن، رقابتي بودن) در شهر اشنويه از ديدگاه سه گروه مسيولين، شهروندان و نخبگان شهري است كه توسط بانك جهاني و سازمان ايتلاف شهرها پيشنهاد شده‌اند. روش پژوهش به كار گرفته شده توصيفي - تحليلي است. در اين راستا، 355 پرسشنامه بين شهروندان، 50 پرسشنامه بين نخبگان شهري و 50 پرسشنامه بين مسيولين و كارشناسان ادارات و سازمان‌هاي شهر اشنويه تكميل شده است. براي تجزيه و تحليل داده‌ها از نرم افزار SPSS و آزمون تحليل واريانس چند متغييره MANOVA استفاده شده است. نتايج نشان مي‌دهد، ميانگين كلي شاخص‌هاي CDS در شهر اشنويه از ديدگاه مسيولين برابر با 80/2 و از ديدگاه هر دو گروه شهروندان و نخبگان شهري برابر با 46/2 است. از نظر هر سه گروه، ميانگين تمامي شاخص‌هاي CDS در شهر اشنويه از ميانگين نظري پرسشنامه‌ها كه (3) است، كمتر بوده است. در كل ميانگين نظرات دو گروه نخبگان شهري و شهروندان نسبت به وضعيت شاخص‌هاي CDS در شهر اشنويه بسيار به هم نزديك است و وضعيت شهر را به لحاظ شاخص‌ها نامناسب توصيف كرده‌اند؛ اما ميانگين نظرات مسيولين در مقايسه با دو گروه ديگر متفاوت است و از ديدگاه مسيولين، ميانگين شاخص‌ها به حد متوسط، بسيار نزديك است. نتايج حاصل از آزمون مانوآ نيز نشان مي‌دهد كه بين نظرات گروه‌هاي مختلف شهري به لحاظ شاخص‌هاي CDS تفاوت معناداري وجود دارد و فقط در شاخص بانكي بودن با رويكرد فناوري اطلاعات است كه بين ميانگين نظرات گروه‌ها تفاوتي ديده نمي‌شود؛ در حالي كه در ساير شاخص‌ها بين ديدگاه‌هاي گروه‌ها نسبت به شاخص‌ها تفاوت معناداري وجود دارد.

The main objective of this study was to evaluate the status of the city development strategy Indicators (Good governance, Bankability, Livability, Competitiveness) in Oshnaviyeh city from the view of three groups (Officials, Citizen, Urban Elites) which have been proposed by the World Bank and the Cities Alliance Organization. The used research method is descriptive_ analytical one . In this regard, 355 questionnaires between urban citizens, 50 questionnaires between the urban elites and 50 questionnaires between the officials and experts from bureaus and organizations in Oshnaviyeh city have been completed. For data analysis, the SPSS software and MANOVA multivariate variance analysis test were used. Results show that; the total mean of CDS indices in Oshnaviyeh city from the viewpoint of officials is equal to 2.80, and from the view of both citizen groups and urban elites is equal to 2.46.From the view point of the three groups, the mean of all CDS indices in Oshnaviyeh city is less than the theoretical mean of questionnaires which is (3). I total, the mean of the views of the two groups of Urban elites and citizens comparing with the status of CDS indices in Oshnaviyeh city are very close to each other and have described the city status from the view point of indices as inappropriate.But the mean of the officialsʹ views in comparing with the two others is different and from the view of the officials, the indices mean is very close to the average limit. The results of MANOVA test also shows there exists significant difference between the opinions of various urban groups in terms of CDS indices . Only no difference can be observed between the Bankability indicator and Information Technology approach. , While in the other indices, there is a significant different between the perspectives of groups toward the indices.
