ارزيابي و اولويت‌بندي شاخص‌هاي توسعه پايدار شهري با استفاده از مدل تحليل شبكه ANP مورد شناسي: مناطق شهر زنجان

Assessment and Prioritization of Urban Sustainable Development Indicators by Using Network Analysis ANP Model Case Study: Districts of Zanjan City

توسعه پايدار يكي از جامع‌ترين مفاهيم در دهه‌هاي اخير است. اين واژه در مفهوم گسترده آن به معني اداره و بهره‌برداري صحيح و كارا از منابع مالي، نيروي انساني براي دستيابي به الگوي مصرف مطلوب است كه با به‌كارگيري امكانات فني، ساختار و تشكيلات مناسب براي رفع نياز نسل امروز و آينده به طور رضايت بخش امكان‌پذير مي‌شود؛ پس مي‌توان گفت، توسعه پايدار يك اصل سازمان دهنده براي زندگي انسان است. در اين راستا، هدف از انجام اين پژوهش، ارزيابي و اولويت‌بندي شاخص‌هاي توسعه پايدار شهري در مناطق شهر زنجان و ارايه راهكارهايي به منظور توسعه پايدار شهري در اين شهر است. در پژوهش حاضر، روش تحقيق براساس نوع هدف، كاربردي و براساس نوع روش، توصيفي- تحليلي است؛ بنابراين، در تبيين ادبيات و سوابق موضوع و ارايه مدل شبكه‌اي پژوهش، از مطالعات كتابخانه‌اي و براي جمع آوري اطلاعات با توجه به ماهيت تحقيق از روش‌هاي ميداني استفاده گرديده است. همچنين به منظور ارزيابي و اولويت‌بندي شاخص‌هاي ارايه شده از روش فرايند تحليل شبكه‌هاي (ANP) استفاده شده است. نتايج پژوهش نشان مي‌دهد كه مناطق چهارگانه شهر زنجان از لحاظ ميزان برخورداري از شاخص‌هاي منتخب توسعه متفاوت بوده، همچنين بين شاخص‌هاي منتخب و روند توسعه پايدار در شهر زنجان رابطه معناداري وجود دارد. از ميان شاخص‌هاي مورد بررسي، «شاخص اقتصادي با امتياز 330381/0» و «كالبدي با امتياز 283131/0» بيشترين سهم را در توسعه پايدار شهري در مناطق شهر زنجان ايفا مي كنند. ساير شاخص‌ها به مراتب تاثير مستقيمي بر روند توسعه پايدار مناطق چهارگانه شهر زنجان داشته‌اند.

Sustainable development is one of the most comprehensive concepts in recent decades.In the broad sense of the term, it means the proper and efficient administration and operation of financial resources, human resources to achieve optimal utilization that is achieved by the application of technical possibilities, structure and organization for todayʹs generation and future needs in a satisfactory manner. So we can say that sustainable development is an organizing principle for human life .The purpose of this study was to evaluate and prioritize indicators of sustainable urban development in the city of Zanjan and provide solutions for sustainable urban development in the city.In this study, the method based on objective is applicable and based on the type is of descriptive-analytical one. So in explaining the history and literature of the subject and presenting research network model , library studies and for collecting information with respect to the research nature, field methods were used.As well as to evaluate and prioritize the presented index , the Network Analysis Process (ANP) has been used.The results of the study show that the four areas of the zanjan city in terms of having development indicators are different and also thee is a significant relation between the nominated indicators and sustainable development trend in Zanjan city. Among the studied indicators, economical indicator with 330381/0 " points and physical one with a 283131/0 "points play the greatest share in sustainable urban development in the areas of the Zanjan city.Other indicators are much direct impact on the sustainable development of quad city area of Zanjan.
