ارزيابي عملكرد نهادهاي متولي در توسعه‌ي سكونتگاه هاي روستايي با رويكرد معادلات ساختاري مورد مطالعه: شهرستان جوانرود

Performance Valuation of Responsible Institutions in the Development of Rural Settlements by Using the Structural Equation Modeling Approach (Case study: Javanrood Township)

بر پايه‌ي تحقيقات ارزيابي روستاييان از عملكرد متوليانِ امور روستايي، مختص به سنجش عملكرد دهياران و شوراها بوده، درحالي كه نهادهايي مانند جهاد كشاورزي، بنياد مسكن، منابع طبيعي و غيره، به شدت با مسايل روستاييان درگير هستند و به شيوه هاي مختلفي جوامع روستايي را تحت تاثير قرار مي دهند. هدف از پژوهش حاضر كه با روش توصيفي- تحليلي انجام گرفته است، ارزيابي جوامع روستايي از عملكرد نهادهاي متولي (شورا، دهيار، بخشدار، جهاد كشاورزي، فرمانداري، بنياد مسكن، منابع طبيعي و غيره) و بررسي تاثيرات اين نهادها بر شاخص هاي مختلف توسعه روستايي در روستاهاي شهرستان جوانرود مي باشد. جامعه‌ي آماري پژوهش را 4811 نفر سرپرستان خانوار روستايي ساكن در 89 روستاي شهرستان جوانرود تشكيل مي دهد كه با استفاده از فرمول هاي آماري، 356 نفر از آن ها به عنوان نمونه برآورد گرديد. ابزار اصلي پژوهش، پرسشنامه‌ي محقق ساخته بوده كه روايي و پايايي آن به ترتيب با كسب نظرات اساتيد دانشگاهي و كارشناسان و انجام پيش آزمون و محاسبه ضريب آلفاي كرونباخ مورد تاييد قرار گرفت. جهت تجزيه و تحليل داده هاي گردآوري شده از نرم افزارهاي SPSS و Amos استفاده گرديد. نتايج پژوهش نشان داد، 4/12 درصد روستاييان ميزان رضايت‌مندي مناسبي را از متوليان امور روستايي داشته و 39 درصد ميزان رضايت‌مندي متوسط و 6/48 درصد رضايت‌مندي ضعيفي را از عملكرد متوليان امور روستايي شهرستان جوانرود داشته اند. با وجود ميزان رضايت‌مندي ضعيف روستاييان از عملكرد متوليان امور روستاييِ شهرستان جوانرود، نتايج مدل نهايي برازش شده معادلات ساختاري نشان داد، نهادهاي مذكور بر دو شاخص توسعه‌ي كالبدي- زيرساختي و كيفيت زندگي به ترتيب با اثرات كل 421/0 و 324/0 بيشترين اثر را داشته اند و اثرگذاري آن ها بر شاخص حفاظت از منابع محيطي با اثر كل 234/0-، منفي بوده است.

Based on the studies, the villagers assessment about the function of the authorities of rural affairs, was limited to the evaluation of the performance of village administrators and councils. While, some institutions such as agriculture Jihad , housing foundation, natural resources, etc. are deeply involved in rural issues and the impact on rural communities with different methods. The purpose of this study, Which is made by descriptive- analytical method, is the assessment of rural communities regarding the performance of authorized institutions (Council, village administrator, governor, Agriculture Jihad, governorate, Housing foundation, natural resources, etc) and study the effects of such institutions on various indicators of rural development in the villages of the Javanrood Township.The statistical society of the study are 4811 rural households residing in 89 Villages of Javanrood Township, which by using statistical formulas, 356 households were estimated as the sample.The main research tool was researcherʹs made questionnaire, which confirmed its validity and reliability respectively with opinions of academics and Experts and also, Pre-test and Cronbachʹs alpha coefficient. SPSS and Amos software were used for the analysis of the collected data .Results of the study indicated that 12.4 percent of villagers had a great satisfaction about the performance of rural authorities , 39 percent had average satisfaction and 48.6 percent had poor satisfaction. Despite the Poor satisfaction of Javanrood villagers about the rural authorities, the results of the final accessed model of structural equations showed that the said institutions with the total impact of 0421 and 0.324 respectively have had maximum effects on the two indicators of physical - infrastructure development and Quality of Life and their impact on the environmental protection index with total effect of -0.234 was Negative.
