تبيين مفهوم رقابت‌پذيري در حوزه پژوهش و فناوري

Explaining the Concept of Competitiveness in Research and Technology

يكي از عوامل مهم و اثرگذار در رتبه رقابت‌پذيري كشورها، پژوهش و فناوري است، چراكه امروزه فناوري، رقابت‌پذيري در سطوح مختلف را بيش از پيش تحت‌تاثير قرار داده و دستيابي به رقابت‌پذيري از طريق فناوري نيازمند نوآوري فناورانه است. از آنجاكه پيش‌نياز نوآوري فناورانه، پژوهش و فناوري است در نتيجه رقابت‌پذيري پژوهش و فناوري در كسب مزيت رقابتي ناشي از فناوري، الزامي راهبردي است. براين مبنا تاكيد بر نقش پژوهش و فناوري در افزايش شاخص رقابت‌پذيري كشورها، بدون توجه به رقابت‌پذيري پژوهش و فناوري، معنايي نخواهد داشت. رقابت‌پذيري پژوهش و فناوري يكي از زمينه‌هايي است كه با وجود اهميت آن و سرمايه‌گذاري سنگيني كه كشور روي توسعه دانش بنيان انجام داده تاكنون كمتر به آن پرداخته شده است. به همين منظور در اين مقاله به تبيين مفهوم رقابت‌پذيري براي پژوهش و فناوري پرداخته شده است. براي اين منظور، ابتدا به بررسي مفهوم رقابت و رقابت‌پذيري و سطوح مختلف رقابت‌پذيري پرداخته شده و سپس سطوح مختلف رقابت‌پذيري پژوهش و فناوري در چهار سطح ملي، ميان‌بخش‌ها، درون‌بخش‌ها و در سطح حوزه‌هاي شايستگي فناورانه تشريح شده است. در پايان نيز به ارايه رهنمودهاي مديريتي و نتيجه‌گيري پرداخته شده است.

One of the major and affective factors influencing competitiveness ranking of countries is research and technology and this is because of today technology increasingly has influenced different levels of competitiveness, and achieving competitiveness through technology requires technological innovation. As research and technology is a prerequisite for technological innovation, then, research and technology competitiveness is a strategic eligible for seizing competitive advantage through technology. Hence, emphasize on the role of research and technology to increase the competitiveness index of countries, regardless of the competitiveness of its research and technology would not make sense. Research and technology competitiveness is an area that despite its importance and its heavy investment on knowledge-based development by Iran’s government, so far has been little studied. The purpose of this article is to explain the concept of competitiveness for research and technology. Accordingly, first, the concept of competition and competitiveness and different levels of competitiveness is are reviewed and then, the different levels of research and technology competitiveness in four levels of national, between sectors and within sectors and technological competence areas are described. Finally, some implication are provided for managers and conclusion is drawn from the discussion.
