فلسفۀ تكنولوژي و نظريۀ روابط بين‌الملل: به ‌‌سوي يك هستي‌‌شناسي نوين اجتماعي

Technology Philosophy and Theorizing of International Relations: Toward a Social Ontology

چكیده پرسش از ماهیت تكنولوژی و نسبت آن با نظریه‌پردازی روابط بین‌‌الملل در بسترهای زمانی و مكانی مختلف اهمیت یكسانی نداشته است. تحولات مربوط ‌به انقلاب در فناوری اطلاعات و ارتباطات، به‌جهت تأثیرگذاری عمیق بر فرماسیون اقتصادی ـ اجتماعی جوامع و بازصورت‌بندی نظام اقتصاد سیاسی بین‌الملل، موضوع تكنولوژی و مكانیسم عملكرد آن را از حاشیه به متن فرایند نظریه‌پردازی این حوزه آورده است. در این راستا پرداختن به جایگاه و نقش تكنولوژی در روابط بین‌‌الملل نیازمند تأمل و تعمق فلسفی در باب سرشت تكنولوژی و نسبت آن با واقعیت روابط بین‌‌الملل است. مفروض فلسفۀ تكنولوژی این است كه پدیدۀ مذكور را نمی‌توان به چهرۀ تكنیكی و مصنوع آن تقلیل داد، بلكه این پدیده با ساخت و تكوین واقعیات و معنابخشی به آن یعنی با مبانی فرانظری هستی‌شناسانه و معرفت‌شناسانۀ تفكر سروكار دارد. پرسشی كه در مقالۀ حاضر پردازش می‌گردد این است كه تحولات تكنولوژیك چه تأثیری بر ساختار اقتصاد سیاسی و روابط بین‌‌الملل برجای گذاشته و چه نسبتی با فرایند نظریه‌‌پردازی در این حوزه برقرار می‌‌كند؟ مدعای مقاله این است كه تحولات تكنولوژیك به‌‌مثابۀ عنصر اصلی بازصورت‌‌بندی نظام اقتصاد سیاسی جهانی چهارچوبی را برای تحلیل در اختیار فرایند نظریه‌پردازی اقتصاد سیاسی و روابط بین‌‌الملل قرار می‌دهد.

Question about the nature of technology and its relation with the theories of the international relations have not had the same importance in different time contexts. The developments in the information technology revolutions with deep effects on the formation of societies socio-economic and the reconfiguration of the international political economics system, has brought the technology and its mechanisms to the center of theorizing in this field of study. Hence, philosophical contemplation on the place and function of technology in the international relations and its nature is required. Taken for granted in the philosophy of technology the aforementioned phenomenon can’t be reduced to its technical face rather it deals with the construction and evolution of realities, with the ontological and epistemological bases of thought. What is being questioned in this article is what effects have technological developments had on the political economy and international relations structure in regard to the process of theorizing in this field. In this research it’s claimed that the technological change as a basic element of reconfiguration of global political economy provides a framework for theorizing the field of study mentioned above.
