تبيين كاركردهاي ارزش‌آفرين در سازمان هاي پروژه محور نفتي

Explaining value creation function in projectoriented organizations of Oil industry

عوامل بستري و زمينه اي بسياري موفقيت يا شكست يك پروژه را تحت تاثير قرار مي دهند كه از جمله اين عوامل مي توان به سازمان مادر اشاره نمود. سازمان مادر كاركردهاي متفاوتي در قبال پروژه هاي تحت امرش دارد كه برخي از اين كاركردها ارزش آفرين و برخي ديگر مخرب ارزش هستند. اين امر بيانگر اهميت شناخت نحوه تعامل سازمان مادر با پروژه هاي زيرمجموعه اش است. در اين پژوهش كه طي دو فاز و بر اساس رويكرد تركيبي(كيفيكمّي) انجام گرفت، فاز نخست مطالعه چندموردي روي شش سازمان پروژه محور دولتي فعال در صنعت نفت و با انجام مصاحبه با 21 نفر از مديران ارشد و مديران پروژه سعي گرديد تا نحوه تعامل سازمان مادر با پروژه ها مشخص گردد. طبق نتايج اين بخش از پژوهش، كاركردهاي ارزش آفرين شامل: حمايت، منابع و خدمات مركزي، اقدامات هم افزا كننده و يكپارچه كننده است. از سويي ديگر كاركردهاي مخرب ارزش نيز شامل: كاركردهاي مخرب ارزش ناشي از پشتيباني، كاركردهاي مخرب ارزش ناشي از ارائه منابع و خدمات مركزي (هزينه بالاسري)، كاركردهاي مخرب ارزش ناشي از اقدامات هم افزا كننده (كمبود منابع) و كاركردهاي مخرب ارزش ناشي از اقدامات يكپارچه كننده (پيچيدگي) است. در فاز دوم پژوهش، با استفاده از روش پيمايش و با ابزار پرسشنامه روشهاي نمونه گيري آماري، با بررسي 8 سازمان از تعداد كل 10 شركت نفتي پروژه محور دولتي فعال در شهر تهران اين كاركردها اولويت بندي شدند.

Many background factors impress the failure or success of a project such as parent organizations. Parent organizations have different functions in front of its underconsideration projects that some of them are value creation and some are value destruction. This issue explains the importance of recognition of parent companies communication way to its subset projects. In this research that has done in two phases and based on mixed approach (quantitative and qualitative), at the first phase, it was tried to specify the parent organization communication way to projects by studying on 6 activegovernmental projectoriented organization in oil industry and interview with 21 of top managers and project managers. According to the results of this phase, value creation function included supporting, central services and resources, integrating and synergy actions. On the other hand, value destruction function included value destruction functions arising from supporting,  value destruction functions arising from resource presentation and central services (overhead costs), value destruction functions arising from synergy actions (resource scarcity) and value destruction functions arising from integrating actions (complexity). At the second phase of the research, studying 8 organizations out of 10 active projectoriented oil companies in Tehran, these functions were prioritized using survey method, the questionnaire and statistical sampling methods.
