An Analysis of Trafficking in the Border Regions of Iran and its Security Consequences

مرزهاي سياسي، پديده هاي فضايي هستند كه منعكس كننده قلمرو حاكميت يك دولت بوده و در مقابل حركت آزادانه انسان، انتقال كالا يا نشر افكار، مانع ايجاد مي كند. مهم ترين كاركرد مرزها، ايجاد مانع در برابر حركت آزادانه انسان، كالا و تفكرات است كه از آن به عنوان امنيت مرزي ياد مي شود. براي دستيابي به اهداف ملي، وجود امنيت در يك كشور ضروري است. از آنجايي كه مناطق مرزي از ويژگي ها، محدوديت ها و آسيب پذيري هاي خاصي برخوردارند شناخت اين ويژگي ها و رفع آنها در جهت تامين امنيت ملي ضرورت دارد. يكي از مهم ترين آسيب ها در جهت تضعيف و خدشه دار نمودن امنيت كشور ايران، وجود پديده قاچاق در مناطق مرزي است. قاچاق، پيامدهاي امنيتي مختلفي مانند اثرگذاري بر امنيت مرزها، اختلال در فعاليت هاي اقتصادي كشور، اختلال در فعاليت هاي فرهنگي، ورود اسلحه و ايجاد ناامني در سطح ملي و زمينه فعاليت هاي جاسوسي و ضد امنيتي را به وجود مي آورد. يافته هاي تحقيق كه با روش توصيفي- تحليلي و با استفاده از منابع مختلف كتابخانه اي، اينترنتي و نظرات انديشمندان مرتبط با حوزه مرز و امنيت به دست آمده است نشان مي دهند كه عوامل متعددي چون: توسعه نيافتگي و محروميت، شكاف هاي اقتصادي، اجتماعي و فرهنگي، انگيزه هاي اقتصادي، تاثيرپذيري از مناطق مرزي هم جوار به سبب سنخيت نژادي، قومي، زباني و مذهبي كه در مناطق مرزي ايران و به واسطه عوامل و شرايط متعدد در طي ساليان متمادي به وجود آمده است، مي توانند ضمن اثرگذاري بر مرزنشينان، بر امنيت ملي نيز اثرگذار باشند.

Political borders are spatial phenomena that reflect a stateʹs territory and impede the free movement of people, goods transfer and dissemination of thoughts. The most important function of borders is creating obstacles to the free movement of people, goods and ideas that can be considered as border security. In order to achieve national objectives, security is essential in the country. Since border areas have specific limitations, characteristics, and vulnerabilities, recognizing these characteristics and fixing them are necessary in providing national security. One of the major injuries to weaken and undermine the security of the country is trafficking in border areas. Trafficking creates security issues such as affecting border security, disruption of economic activities, disruption of cultural activities, weapons entrance and creating insecurity at the national level and espionage activities against the security. The findings, which were obtained using the descriptive-analytical method and library resources, internet and comments related to the field of border security, show that many factors such as: underdevelopment and deprivation, the economic, social, and cultural gaps, economic incentives and influence of neighboring border regions due to the of racial, ethnic, linguistic and religious similarities in the border regions of Iran and due to numerous factors and conditions that have been developed over the years, could affect the border dwellers, and national security as well.
