بررسي نقش صندوق توسعه ملي در تحقق عدالت اقتصادي

Role of National Development Fund in Realization of Economic Justice

پس از شوك اول نفتي و مشاهده تجربه‌‌‌هاي خاص در كشورهاي نفتي، مانند بيماري هلندي توجه اقتصاددانان به منابع نفت و گاز افزايش چشمگيري يافت. مشاهده آثار منفي بهره‌برداري از منابع نفت و گاز موجب بروز تحولات و اتخاذ سياست‌هايي در كشورهاي صادركننده نفت شد. يكي از اين تحولات در نيم قرن گذشته تأسيس صندوق‌هاي ثروت ملي در بيشتر كشورهاي نفتي بود. يكي از دلايل مهم در تشكيل اين صندوق‌ها، استفاده بهينه از منابع نفت و گاز در راستاي توسعه اقتصادي و برقراري عدالت توزيعي و بين‌نسلي در كشورها بوده است. در ايران هم نهادي شبيه صندوق‌هاي ثروت ملي، با نام «صندوق توسعه ملي» در سال 1389 تأسيس شد. در اين اثنا، با توجه به اين‌كه مفهوم توسعه اقتصادي ارتباط تنگاتنگي با مفهوم عدالت دارد، لذا يكي از مسائل مهمي كه صندوق توسعه ملي با آن مواجه است، مسئله عدالت است. سؤال مهم اين است كه نقش صندوق توسعه ملي در تحقق عدالت اقتصادي چيست؟ لذا هدف از تحقيق پيش‌رو ارائه پاسخ مناسب به سؤال مذكور است. در اين راستا ابتدا با استفاده از روش كتابخانه‌اي و مراجعه به متون و آثار دانشمندان مسلمان، معيارهاي تحقق عدالت اقتصادي در نظام اقتصادي اسلام جمع‌بندي شده و سپس با توجه به معيارهاي مفروض، ساختار حقوقي اقتصادي (اساسنامه) صندوق تحليل و ارزيابي شده ‌است. نتايج بررسي نشان مي‌دهد كه ساختار حقوقي اقتصادي صندوق توسعه ملي، با معيارهاي تحقق عدالت همخواني ندارد و به‌منظور رفع تعارض ساختار جديد كه مبتني بر تأسيس «مركز علميپژوهشي صندوق» مي‌باشد، پيشنهاد شده ‌است.

The efficient use of oil and gas resources is one of the most important issues in sustainable development and economic growth of countries, which is supported by Islam as well. More than half a century, in countries facing surplus foreign currency through the use of underground resources such as oil and gas, a fund has been established called the “National Wealth Fund”. In Iran an institution like the National Wealth Fund was established in 2010 called the “National Development Fund". Since the concepts of “development” and “justice” are interrelated, economic justice is one of the most important issues that the National Development Fund faces, because sustainable development does not take place unless the intragenerational and intergenerational justice is established in the society. In this study, according to the importance of justice, the role of National Development Fund in the realization of economic justice has been analyzed. In order to clarify the issue, the criteria of realization of economic justice are collected and the quadripartite principles for the realization of justice are assumed. As in order to take advantage of the experiences of other countries, the structure and function of the national wealth fund in Alaska have been studied. The results indicate that: first, provisions of the statute of the Fund should be changed significantly in order to achieve economic justice second, the company of “National Development Fund” should be established for the professional management of resources and increasing the diversity in the economic performance.
